About this file
This is Amendment 0001 to Solicitation 6923G226Q000023, issued by the Maritime Administration's USMMA Procurement office on June 30, 2026, with a period of performance from July 15, 2026 to July 30, 2026. The amendment provides questions and answers (Q&A) responses to Requests for Information (RFI) previously submitted by potential contractors, along with supporting photographs of the equipment and facilities involved.
The solicitation concerns repair and testing of five backflow prevention assemblies at the U.S. Merchant Marine Academy. Key clarifications from the Q&A include: (1) if a backflow device is found irreparable after disassembly, replacement shall be handled through a change order with contractor credit for kits; (2) post-repair testing will be scheduled at a later time, with the government's third-party contractor performing final certification; (3) contractors may use their own New York State certified testers if no additional cost is incurred; (4) failed post-repair tests require rework at no additional cost, but complete replacements requiring change order approval; (5) alternate or contingency replacement pricing is acceptable provided the base proposal addresses the Statement of Work scope; and (6) the Q&A period cannot be extended beyond July 6 close of business. The amendment includes photographs of backflow assemblies at the Yocum boat bay facility and Palmer/Murphy mechanical room, showing corroded equipment and existing conditions. All amendments must be acknowledged prior to the offer deadline specified in the original solicitation.

6923G226Q000023 Q&A Responses
• Irreparable Backflow Assembly: Since this will be our initial visit and we have no prior repair history or knowledge of the current condition of the backflow assemblies, how should we proceed if, after disassembly, a backflow device is found to be beyond repair due to excessive corrosion, internal damage, or other conditions requiring full replacement? Specifically, would the replacement be handled through a change order, a separate proposal, or another process established by your office?
Propose Change order upon disassembled the valve (credit for kits).
1a. If a repair attempt is made but the assembly is ultimately determined to be beyond repair and requires replacement, would the contractor be compensated for the repair attempt? Same as above, it would need to be a change order authorized by CO unless failure is due to poor install or workmanship.
• Post-Repair Testing: After the backflow repair is complete, is the tester going to be on site with us while we do the repair to test the backflow device after to ensure it passes and is working properly? Yes, at a later time. Since we would have to schedule multiple shutdowns we will schedule the tester on the last valve.
2a. If the contractor is responsible, can our technician who is a New York State
Department of Health Certified Backflow Prevention Device Tester perform the required testing and certification upon completion of the repair? That is okay, as long as it is not cost incurring. Our third-party contractor used for back flow testing is going to come back to test everything for us.
• Please provide clear photographs of each of the five backflow assemblies, including the complete assembly, manufacturer nameplate, adjoining piping, shutoff valves, test ports, and surrounding working area. See attached pictures, more to follow.
• For the underground units at Steamboat Road/Bowditch Hall and Quarters C, please provide photographs of the pit openings, pit interiors, access ladders, depth, drainage conditions, and available working clearance. Quarters C is a confined space. Bowditch is not a confined space. I will send pictures tomorrow for this as well.
• Please provide the exact model number, serial number, pressure rating, connection type, and face-to-face dimensions of the 4-inch Watts DCV located in the Palmer Hall mechanical room. Missing information plate on valve. (See attached pictures, more to follow).
• The SOW states that a failed post-repair test will require rework at no additional cost to the Government. If a unit identified for repair cannot be made to pass through repair and requires complete replacement, is the contractor expected to include the cost of that replacement in the original firm-fixed price? No, this would be a change order that would need to be accepted by CO. (Alternate or proposed option is allowable).
• Will the Government consider alternate or contingency replacement pricing for the units presently identified for repair? Yes, as long as the base proposal encompass what we are asking for in the base scope/SOW.
• Missing information for 4” Watts DCV we need to know the model serial number of that device so we can supply pricing In addition to that the 2” Febco are you expecting a pricing to replace if so can you please provide a picture of the location to determine if everything is in decent shape along with the existing main shut off? See attached pictures, more to follow.
• Can you extend the Q&A period beyond July 6 COB. NO. We will do our best to answer any pertinent questions but we cannot guarantee.
