About this file

This is an amendment (SF30 form) to solicitation #6913G625Q300011 providing answers to vendor questions regarding an HVAC replacement project at Building #2410 at Joint Base Cape Cod. The amendment was issued by the Volpe National Transportation Systems Center in Cambridge, MA on January 28, 2025.

The Q&A clarifies several key points: SAM registration is required for contract award; the building has no VAV boxes or building automation controls (only one thermostat controlling RTU-1); no ductwork replacement is required as existing ductwork will remain; hardcopy maintenance manual binders are no longer required (PDF format is acceptable); and the current HVAC unit is a Bryant model 580FPV060115GA installed in November 2002. The balancing scope requires measuring and adjusting CFM at discharge point dampers to match specifications shown on drawing M101. Additional documentation including the existing unit's cut sheet, nameplate photo, and basis of design for the replacement unit were attached to the amendment.

Question #1: Is a SAM registration required for this project?

Answer: The specific language in the solicitation is, “All Contractors must be registered in SAM in order to receive an award from a DOT Agency”.

Question #2: Can you tell me which VAV Controls company you use? I need this information for the TABs aspect of the project.

Answer: Bldg #2410 has no building automation controls. Only 1 thermostat is shown on the drawing M101 which controls the existing RTU-1.

Question #3: Regarding the SOW under “scope” it mentions only balancing and no replacement of duct work, however under the area “replacement specifications” section 23 they discuss duck work and piping in great detail. I am just writing to confirm that we are to in fact bid only the equipment and not duct work?

Answer: There is no ductwork scope of work. The existing ductwork shall remain as is.

Question #4: Also the work books/binders mentioned. Do you have details by example to show what you're asking for ?

Answer: The references to binders in Spec 23-05-00 Para 1.9.A.2 is for submitting the manufacturer’s maintenance manual. This requirement to submit a hardcopy binder is deleted from the scope of work.

Submittal of PDF formatted maintenance manuals through email is acceptable.

Question #5: Does this project require Test and Balance of the system and adjustments to the VAV Boxes?

Balancing an HVAC system means- adjusting the system's components to ensure that air is distributed evenly throughout a building This process involves measuring air flow and adjusting dampers to ensure that each room receives the right amount of air. Testing, adjusting and balancing is the process of evaluating temperature and environmental control systems to ensure they're heating or cooling. And if so which company maintains your VAV Boxes? Or just checking to make sure the system functions properly after install?

Answer: There are no VAVs in Bldg #2410. The existing ductwork is shown on dwg M101 with only adjustable volume control dampers at the air discharge points. The desired cfm is labeled at each damper for the Balancing scope of this project. Please measure the cfm at each damper and adjust to the cfm shown.

Question #6: What is the date the current HVAC was installed.

Answer: The local distributor told us the existing RTU was shipped 11/12/2002. The attached file entitled, “existing RTU-1_Bryant 580FPV060115GA_shipped 2002-11-12.pdf” is the cut sheet of that old 2002 model. Also attached is the photo of the nameplate, “existing unit nameplate.pdf”.

The basis of design listed in drawing M101 is the replacement for this model with additional options included as shown in the solicitation attachment “For Reference Only_DOT Boston_revised 2024-08- 20.pdf”.
