About this file
This is a Notice to Prospective Bidders issued by the Western Federal Lands Highway Division, a component of the U.S. Department of Transportation Federal Highway Administration.
The solicitation concerns the reconstruction of Forest Road 28 within the Fremont-Winema National Forest in Oregon, located at coordinates 43°02'57.36" N, 121°03'41.71" W (Solicitation No. 69056727B000001). The work scope includes full depth reclamation and roadway aggregate with calcium chloride surface treatment, along with minor bridge work. Prospective offerors are strongly encouraged to conduct site visits during fall 2026 before winter snow makes access difficult; no Federal Highway Administration personnel will be available for guided site tours, though the adjacent campground remains open year-round subject to weather conditions. All material sources and incorporated materials must be certified free from noxious weeds, invasive plants, and deleterious materials by a federal, state, or local public agency; commercial certifications are acceptable if obtained through the North American Weed Free Forage Program standard or an equivalent recognized process, requiring contractors to arrange fall weed inspections. Technical questions should be directed to wfl.plansspec@dot.gov, while general inquiries may be submitted to wfl.contracts@dot.gov or 360-619-7520. Full solicitation documents will be released during winter 2026/2027; prospective bidders should monitor SAM.gov and utilize the "Follow" feature for automatic notification of document availability.
