E. Item 0005 – Turf Establishment. Furnish and apply seed, fertilizer, tackifier, biotic soil amendment, and bonded fiber mulch on areas as outlined in the Project Tasks.
4. STATEMENT OF WORK TASKS
A. Task 1 – Lane Closure Permit and Traffic Control. Contractor must apply for a temporary Lane Closure Permit from Alaska DOT&PF ROW Property Management Section a minimum of 45 calendar days before beginning work. Traffic control to be placed as per the TEMPORARY TRAFFIC CONTROL SINGLE LANE CLOSURE LAYOUT (WITH FLAGGERS) Standard Plan No. 635-6 (Sheet No. 8 in Attachment 0003 – Project Plans) while also incorporating any additional requirements by Alaska DOT&PF (if any).
The Contractor is responsible for installing and removing all traffic control devices daily and for performing all flagging duties.
Due to adjacent residential housing, work activity is restricted to the hours between 7 a.m.
and 7 p.m. Monday thru Friday and between 8 a.m. and 7 p.m. on Saturday and Sunday.
Delays to public traffic are limited to 15 minutes per passage thru the project.
Metal tracked equipment will not be allowed to have direct contact with the pavement.
Industry standards must be applied to protect the asphalt which can be rubber pads for metal tracks, rubber tracked equipment, or other protective measures. If the contractor chooses to position heavy equipment along the edge of the roadway or encroaching over the ditch area, the contractor is to take the proper measures to protect the edge of the asphalt and ditch.
Any damage to the road and/or ditch will be the responsibility of the contractor to repair and clean-up. If the work activity causes soil to be deposited or eroded into the ditch, it is the responsibility of the contractor to remove the material from the ditch.
B. Task 2 – Removal of Erosion Control & Trim Grass Within Gulley Repair Area.
Contractor to, where needed for gulley repair, remove existing fiber rolls and Rolled Erosion Control Product (RECP) while ensuring the existing RECP that is to remain in place is properly re-fastened along the edges as per Detail W629-1 ROLLED EROSION CONTROL PRODUCT ON SLOPES (Sheet No. 7 in Attachment 0003 – Project Plans).
D-5
Snug Harbor Road Gulley Remediation and Erosion Control AMENDMENT 0002
If areas requiring new rolled erosion control product have existing grass, the grass is to be trimmed low to the ground and the cut material is to be removed from the area prior to placing additional topsoil or installing new rolled erosion control product.
Locations with contiguous gullies (like those near Sta 308+10, Sta 309+10, and Sta 309+30) or gullies in very close proximity (like those near Sta 309+90 and Sta 310+10) shall be treated as one gulley with the fiber rolls and rolled erosion control product spanning both sites.
C. Task 3 – Place Topsoil. Contractor to fill all gulleys with topsoil as reflected on the Erosion Survey sheets (Sheets No. 2 thru 5 in Attachment 0003 – Project Plans) depicting the limits of the gullies. If further erosion has occurred since the survey was completed, adjustment to those limits may be directed by the COR. If the contractor’s work effort results in additional erosion due to foot traffic, those areas must also be filled and repaired as needed.
Topsoil shall be placed in 6-inch lifts with each lift being hand tamped before placing the next lift. If the topsoil is overly dry, it should be lightly moistened prior to hand tamping but still be dry enough to not stick to the tamper. The final lift should be mounded up an inch or more per the direction of the COR to allow for additional settlement. However, care must be taken to ensure that surface inconsistencies are not created that would cause the RECP to bridge over an area (i.e., topsoil surface must be consistently smooth to install the RECP in direct contact with the soil surface at all locations).
The existing slopes cannot be further destabilized by equipment. Therefore, heavy equipment will not be allowed on the slope to perform this work.
The contractor is to take care in performing the work to not allow new material deposit (or erosion) in the ditch. Removal of new material deposit in the ditch caused by project efforts will be the responsibility of the contractor to clean out.
If material is stockpiled in nearby turnouts along Snug Harbor Road, surround with sediment wattles and cover with plastic sheeting. Plastic sheeting will need to be reasonably secured with sand bags or by other securing methods.
D. Task 4 – Install Straw Fiber Rolls. Install 9-inch (min.) diameter straw fiber rolls being sure to imbed them 3-inches in the ground and place the removed soil on the uphill side of the fiber roll and tamp the material down as per the FIBER ROLL detail (Sheet No. 6 in Attachment 0003 – Project Plans). The slope is known to be comprised of rocky or compacted soils so installation methods should account for that in driving the stakes to secure the fiber rolls to the slope.
Fiber rolls are to be placed at a 10-foot spacing although adjustment will be required depending on where the gulley’s upper and lower limits are in relation to the existing fiber rolls. Every other fiber roll is to line up with the existing fiber rolls that are placed at a 20-foot spacing.
D-6
Snug Harbor Road Gulley Remediation and Erosion Control AMENDMENT 0002
The new fiber rolls are to extend 5 feet past the limits of the gulley on each side. The limits of the gulley are defined as the area depicted on the Erosion Survey plan sheets unless the COR provides other direction. The new fiber rolls that line up with the existing fiber rolls will overlap the existing fiber rolls as per the FIBER ROLL detail. Where this occurs, the 12-inch minimum overlap (and the taper) is to be in addition to the 5-foot requirement.
Locations with contiguous gullies, or gullies in very close proximity, shall be treated as one gulley with the fiber rolls spanning both sites in a single run.
E. Task 5 – Install Short-Term Double-Net Erosion Control Blankets, Type 2.D.
Following application of turf establishment mixture, iInstall short-term double-net erosion control blankets (RECP) according to manufacturer recommendations and to the following minimum guidelines. Complete turf establishment work before installing RECP.
Unroll the RECP parallel to the primary direction of flow and place it in direct contact with the soil surface. Do not stretch or allow RECP to bridge over surface inconsistencies.
Overlap edges of adjacent RECP by 4 inches minimum. Use fasteners according to the plans and use enough fasteners to prevent seam separation. Drive fasteners (using fasteners recommended for rocky or compacted soils) flush with the soil surface. Note that longer fasteners may be necessary in sandy, loose, or wet soils.
RECP needs to be spliced in the middle of a slope. Ensure the RECP is “shingled” with the upslope RECP overlapping the downslope RECP. There should be six inches of overlap in a splice. Use a staple check slot to secure the overlap. A check slot is made by placing a row of fasteners four inches on center and then placing a second row of fasteners four inches on center, staggered from the first row.
Place and secure RECP over the exposed soil extending past the limits of the gulley area and overlapping the existing RECP as depicted on the ROLLED EROSION CONTROL PRODUCT ON SLOPES Standard Detail W629-1 (Sheet No. 7 in Attachment 0003 – Project Plans).
As per the FIBER ROLL detail (Sheet No. 6 in Attachment 0003 – Project Plans) , the RECP is to go over the top of the fiber roll. Install fasteners directly adjacent to both sides of the fiber roll with a spacing tight enough to ensure that the RECP is completely flush to the topsoil along the entire length of the fiber roll. At a minimum, it is expected that the fasteners should be placed along both sides of the fiber roll at the same spacing as the stakes used to secure the fiber roll. Ensure that the fasteners selected can hold the RECP flush to the topsoil along the entire length of the fiber roll.
Securely fasten RECP to the soil by installing fasteners at a minimum rate of 1.5 per square yard.
Locations with contiguous gullies, or gullies in very close proximity, shall be treated as one gulley with the rolled erosion control product spanning both sites in a
D-7
Snug Harbor Road Gulley Remediation and Erosion Control AMENDMENT 0002 contiguous/overlapping mat.

Add fertilizer to the slurry and mix before adding seed. Apply the seed and fertilizer in one application.
vii. Biotic Soil Amendment. Apply biotic soil amendment at a mix rate of 3500 pounds per acre. If recommended by the manufacturers, the biotic soil amendment can be mixed with the seed, fertilizer and tackifier in the hydro-seeder tank.
viii. Seeding. Apply seed by hydraulic method at a mix rate of 50 pounds of pure live seed per acre. Use hydraulic-type equipment t ha t can p rov i de a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400
D-8
Snug Harbor Road Gulley Remediation and Erosion Control AMENDMENT 0002 pounds per acre to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand in areas inaccessible to hydraulic seeding equipment.
ix. Bonded Fiber Mulching. Hydraulic method. Apply mulch in a separate application from the seed using hydraulic-type equipment.
Apply bonded fiber matrix hydraulic mulch at a minimum mix rate of 1900 pounds per acre (including tracer as per manufacturer’s recommendations) or as specified by the manufacturer. Apply so no hole in the matrix is greater than 0.04 inches. Apply so that no gaps exist between the matrix and the soil. Mulch by hand in areas inaccessible to mulching equipment.
x. Turf Establishment. Use hydro-type equipment capable of providing a uniform application using water as the carrying agent. Do not use hydro-type equipment with gear driven pumps, which can damage the seed. Equipment must be capable of reaching cut slopes a minimum of 100 feet high. Mix and apply the mixture in accordance with manufacturer’s recommendations. Establish turf by hand in areas inaccessible to mechanical equipment.
a. Turf establishment mixture. Provide the turf establishment mixture with the components as specified and recommended by manufacturers. Do not blend biotic soil amendments before placing in the hydro-type equipment. Mix in biotic soil amendment after all other components have been placed in the mixing tank.
b. Application. Apply the mixture within 30 minutes of adding the seed to the slurry mixture. Moisten the area before applying the mixture. Apply from opposite directions, to ensure the highest level of coverage, effectiveness, and performance.
Apply the mixture in two applications, placing no more than 50% of the mixture at a time. Adjust the mixture application rate according to manufacturer’s recommendations to avoid sloughing or washing away the mixture on steep slope.
