About this file
This document is a Questions and Answers (Q&A) file for the Historic Columbia River Highway State Trail project (Project No. OR FLAP DOT CRGNSA 100(9)), located between Perham Creek and Mitchell Point. The Q&A addresses technical details for various construction elements, including rockfall protection fences, reinforcing steel, concrete sidewalks, and micropile specifications. Key technical questions cover discrepancies in barrier lengths, energy level classifications for rockfall protection fences, rebar measurement and payment, concrete slab foundations, micropile casing requirements, and design load specifications. The responses provide clarification on material standards, payment classifications, and minimum technical requirements for different project components. All answers were provided on 10/7/25 and 10/10/25, indicating this is part of the pre-solicitation or bidding process for the infrastructure project.

Project No. OR FLAP DOT CRGNSA 100(9)
Project Historic Columbia River Highway State Trail, Perham Creek to Mitchell Point
# General Technical Question Answer Date

Pay Item No. 65102-0000, Rockfall Protection Fence, 10’ Flexible Barrier a.Line Item No. A1680 on the Summary of Quan es show 450-ft of barrier; however, the plans and installation schedule show the barrier is installed from
Station 322+50 to Station 326+00, a total of 350-ft.
Should we bid 350-ft or 450-ft?
b.Regarding the same line item for the 10’ high flexible rockfall barrier, no energy level is provided. The installation schedule refers to Energy Level
Classification 2. However, after thoroughly reviewing the project plans/specs and the FHWA Standard
Specification, we are unable to determine what that refers to in terms of the Maximum Energy Level (MEL) that the barrier must resist. Could you please specify the MEL requirement for the 10’ high barrier?
The pay item in your question is not applicable to this stage of the project.

Pay Item No. 65102-0000, Rockfall Protection Fence, 6’
Flexible Barrier a.Line Item No. A1660 on the Summary of Quan es show 910-ft of barrier; plan sheets A18 to A20 seem to coincide with the Pay Item. However, the Tabulation of Rockfall Mitigation Quantities beginning on Page
A57 (Specifically A59-A61) and summarized in the
Installation Schedule on Page A65 show 1010-ft of barrier. Should we bid 910-ft or 1010-ft of barrier?

The bar lists shown on plan sheets SP.14 thru SP.18 do not have weights listed – is this intentional? What I’m trying to discern really is if there is any rebar that’s incidental to other items that wont be measured and included in CLINS A1060 and A1080?
1.a) Yes, bar lists on SP.14 thru SP.18 are left blank intentionally. The bar lists are to be filled out by the Contractor and submitted to the CO as reinforcing steel order lists according to Section
554.03.
1.b) Rebar for Mitchell Creek Bridge and Perham
Creek Bridge cast-in-place structural concrete is paid for under Reinforcing Steel CLIN A1060 and
A1080.
1.c) Rebar for precast elements, CLINs A0960, A1000, A1020, A1040, and A1100, is not separately measured for payment and is included in the precast concrete pay items.

Plan sheets D.10 and D.19 show concrete sidewalk placed below asphalt surfacing. What CLIN should contractors place their costs under for those slabs and reinforcing steel?
The 6” concrete slab foundation and reinforcing associated with the “Stone Masonry (Flush Basalt
Band, xx-inch)” as shown on detail sheet D.19 are included in the Linear Foot cost of each respective Stone Masonry (Flush Basalt Band, xx-inch) bid item. See Section 620 Stone Masonry for Concrete foundation & rebar work.

Is micropile casing required to be prime made and melted domestic pipe with mill certs? Or is domestic mill secondary pipe without mill certs acceptable?
Mill certs are required. Steel pipe for micropile casing must conform to Subsection 715.05(a)
ASTM A252, Grade 2 or Grade 3. Acceptance of micropile materials will be in accordance with
Subsection 567.08 and Subsection 106.03. See
FHWA Std. Spec FP-14, Section 567 Micropiles, Subsection 567.08 Acceptance, and Subsection
106.03 for details.

Micropile unfactored design loads are called out in the notes as 110 kips (Mitchell) and 86 kips (Perham). Is the design load in compression, tension, or both?
The load is in compression (downward), but can be verified/tested in compression or tension.

Micropile casing on drawing RG3176-D is shown as
7.625" OD x 0.500" WT. Is this intended to be the minimum OD and wall thickness for the contractor designed micropile?
Yes, these are minimum OD and minimum wall thickness values.

Micropile casing on drawing RG3175-D is shown as
9.625" OD x 0.500" WT. Is this intended to be the minimum OD and wall thickness for the contractor designed micropile?
Yes, these are minimum OD and wall thickness, but the inside diameter cannot be less than
8.625” for the threaded casing option (Option 2).
