About this file

This document is a Questions and Answers (Q&A) form for a federal contract opportunity for the Historic Columbia River Highway State Trail project, specifically covering the Perham Creek to Mitchell Point segment. The Q&A addresses two technical questions regarding rockfall protection fence line items, specifically Pay Item No. 65102-0000 for both 10' and 6' flexible barriers. The questions seek clarification on discrepancies between quantities listed in different project documents (Summary of Quantities, plan sheets, and installation schedules) and request specification of the Maximum Energy Level (MEL) requirement for the barriers.

The response to both questions indicates that the pay items are not applicable to the current stage of the project. The contracting agency directs potential bidders to review the WFLHD Geotechnical Report GR 3-19, specifically the "Geotechnical Report Intended Use" section, and to refer to specific project documents including the IFB_69056725B000012_OR FLAP DOT CRGNSA 100(9) Final PDF and associated plans for bid schedule and quantity information. The Q&A document is dated 10/7/25 and is associated with Project No. OR FLAP DOT CRGNSA 100(9), involving the Oregon Department of Transportation (ODOT).

Project No. OR FLAP DOT CRGNSA 100(9)

Project Historic Columbia River Highway State Trail, Perham Creek to Mitchell Point

# General Technical Question Answer Date

1 X

Pay Item No. 65102-0000, Rockfall Protection

Fence, 10’ Flexible Barrier

a. Line Item No. A1680 on the Summary of

Quantities show 450-ft of barrier; however, the plans and installation schedule show the barrier is installed from Station 322+50 to Station

326+00, a total of 350-ft. Should we bid 350-ft or 450-ft?

b. Regarding the same line item for the 10’ high flexible rockfall barrier, no energy level is provided. The installation schedule refers to

Energy Level Classification 2. However, after thoroughly reviewing the project plans/specs and the FHWA Standard Specification, we are unable to determine what that refers to in terms of the Maximum Energy Level (MEL) that the barrier must resist. Could you please specify the MEL requirement for the 10’ high barrier?

The pay item in your question is not applicable to this stage of the project.

Pay Item No. 65102-0000, Rockfall Protection

Fence, 6’ Flexible Barrier

a. Line Item No. A1660 on the Summary of

Quantities show 910-ft of barrier; plan sheets

A18 to A20 seem to coincide with the Pay Item.

However, the Tabulation of Rockfall Mitigation

Quantities beginning on Page A57 (Specifically

A59-A61) and summarized in the Installation

Schedule on Page A65 show 1010-ft of barrier.

Should we bid 910-ft or 1010-ft of barrier?

b. Regarding the same line item for the 6’ high flexible rockfall barrier, no energy level is provided. The installation schedule refers to

Energy Level Classification 2. However, after thoroughly reviewing the project plans/specs and the FHWA Standard Specification, we are unable to determine what that refers to in terms of the Maximum Energy Level (MEL) that the barrier must resist. Could you please specify the MEL requirement for the 6’ high barrier?

The pay item in your question is not applicable to this stage of the project.
