About this file
This is a Questions and Answers document for a federal highway construction project. Project No. OR FS DSHUT601 60(1) concerns Road 60 Improvements spanning mile post 0 to 1.0. The document addresses inquiries submitted by potential bidders regarding project requirements and solicitation procedures, with responses dated December 12, 2025, and January 30, 2026.
Questions 1-4 address technical specifications concerning surveyor responsibilities, erosion control substitutions, turf seed requirements, and traffic control methods. All four responses direct bidders to await the formal Invitation for Bids, which will include Special Contract Requirements (SCRs), plans, and physical data upon project advertisement. Question 5 confirms the anticipated advertisement timeline as early 2026. Question 6 instructs interested vendors to register for notifications through SAM.gov by clicking "Follow" and adding their company to the Interested Vendors List. Question 7, dated January 30, 2026, provides technical clarification on full depth reclamation methodology, specifying that the 2-inch crushed aggregate layer must be placed and spread upon the existing roadway prior to pulverization to be incorporated into the pulverized asphalt and subbase material, creating a homogenous 6-inch stabilized base section. The document notes that payment for crushed aggregate is incidental to Pay Item Number 30402-5300 per Section 304 of the SCRs and the FP-14 Manual standards.

Clarification question regarding the full depth of reclamation. On sheet C.1, the typical section shows the full depth reclamation including the
2" crushed aggregate. Does the 2" aggregate get placed prior to the pulverization so that its mixed in or is it meant to be placed after the
Pulverization?
The 2-inch Crushed Aggregate layer should be placed and spread upon the existing roadway prior to pulverization. The intent is for the new aggregate to be incorporated into the pulverized asphalt and subbase material during the reclamation process to create a homogenous, stabilized base section of the specified 6-inch depth. Please note that payment for the crushed aggregate is incidental to Pay Item Number
"30402-5300 - FULL DEPTH RECLAMATION,
METHOD 2, 6-INCH DEPTH," per Section
304 of the Special Contract Requirements
(SCRs) and the Standard Specifications for
Construction of Roads and Bridges on
Federal Highway Projects FP-14 Manual.
