About this file
This is Amendment A003 to a sealed bid solicitation for road construction issued by the Federal Highway Administration (FHWA) Western Fed Lands Division in Vancouver, Washington. The amendment extends the bid opening date from February 19, 2026 at 1400 PT to February 24, 2026 at 1430 PT for solicitation 69056725B000011. The project designation is OR FS DSHUT601 60(1), Road 60 Improvements, MP 0-1.0.
The amendment modifies the bid schedule by deleting item A0320 (62501-0000 Turf Establishment, 1.400 acres) and adding item A0510 (63506-0600 Temporary Traffic Control, Pilot Car, 240 hours). Revised quantities appear in the bid schedule pages A-7 through A-10, with updated plan sheets for Summary of Quantities, Typical Sections, and Tabulation of Plan Quantities. Technical modifications to Special Contract Requirements include revisions to Section 304.03 General (Construction Requirements) for Full Depth Reclamation work, requiring placement of 2 inches of crushed aggregate before pulverizing, and deletions of specific subsections from Section 625 (Turf Establishment), while retaining modified subsections for watering, fertilizing, seeding, and mulching. The work is to be performed in strict accordance with Federal Acquisition Regulations, Transportation Acquisition Regulations, General Wage Decisions, Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14, and the special contract requirements. The contractor must furnish performance and payment bonds within 10 calendar days after award and begin work within 10 calendar days of notice to proceed, with a mandatory 60-calendar-day performance period.
