About this file
This document is a federal contracting compliance report on the Western Federal Lands Highway Division (WFLHD) construction contract administration procedures and performance data regarding equitable adjustments for change orders.
WFLHD reports that it currently has no agency-specific additional policies and procedures beyond FAR requirements for definitizing equitable adjustments on construction contracts. The document provides historical performance data covering fiscal years 2021 through 2023 on the time required to definitize change order proposals after receipt of adequate definitization proposals. The data shows variability in processing times across the three-year period. In FY 2021, 9 total change orders were definitized, with 5 requiring 91-180 days and 2 requiring 366 or more days. In FY 2022, 2 total change orders were definitized, with both processed within 91-180 days. In FY 2023, 16 total change orders were definitized, with the majority processed in the 31-90 day range (6 proposals), followed by 91-180 days (4 proposals) and 181-365 days (3 proposals). No change orders were definitized after contract completion in any fiscal year. The data demonstrates an overall trend toward faster definitization in recent years, with fewer instances of extended processing times beyond 180 days.
