About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity covering OR FLAP CRGNSA MULT(2) and WA FLAP CRGNSA MULT(2), addressing a CRGNSA Sign Inventory, Maintenance, and Replacement Project. All questions were answered on 2/20/26, with the bid opening subsequently extended to 02/27/2026 at 2:00pm PT per Amendment A002.

The Q&A addresses sixteen technical and general inquiries from prospective bidders. Key clarifications include: discrepancies between bid items and plan sheets regarding non-flared terminals, type 1 anchors, and guardrail gauge specifications will be resolved by Amendment A002; contractors must develop their own shift schedules, crew deployment strategies, and work zone configurations per the solicitation documents and Section 155.08 requirements; full freeway closures are not anticipated but contractors requiring closures must obtain permits and agreements; the Superintendent, SSHO, and QC Manager need not be separate individuals provided experience and qualification requirements are met; permitting is required and must be bid per solicitation documents; no Government-provided material stockpiles are available, though the Contracting Officer may approve right-of-way portions for staging; no geotechnical or subsurface information beyond limited physical data will be provided; and staking data points must be obtained from the solicitation documents. The project is subject to FAR Clause 52.229-3 regarding Federal, State, and Local Taxes.
