Project No. OR FLAP DOUGLAS 251(1)
Project Oregon Dunes National Recreation Area ‐
Umpqua Dunes Access Improvements
# General Technical Question Answer Date
1 X
The Plans are very vague on what exactly you are looking to use for the guardrail on this project. It's calling for double sided rail but doesn't show a drawing on what style of double-sided rail that needs to be used. Are block outs going to be used on both sides etc. There is a weak post drawing, but I'm not seeing that needed in any of the plan sheets.
See section 710.06(a) for Metal Beam Rail and see Amendment A001 for updated details.

2 X
What are your plans on covering the exposed ends of the rail on the backside of the double-sided rail that doesn't get a Terminal? From what I can see it will just be a blunt end of rail exposed.
Terminal Sections are for motor vehicles. 6/16/25
3 X
What drawings are actually needed on this project? I see a lot of drawings that don't pertain to any of the rail that's being asked to be installed. For example, are there any areas that are going to be requiring the spanning of rail?
Guardrail drawings needed will be based on field conditions.

4 X
What style of Terminals are you wanting to use, Non- Flared terminals? Will the Non- flared terminals encroach on the access road that is being built for OHV travel, because the Non-
Flared Terminals do flare one foot?
See sheet H.6 for terminal details and
617.03.
6/16/25
5 X Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
See Section 153 for QCM requirements. 6/18/25
6 X
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
See Section 108. 6/18/25
7 X Please provide bidding quantities for the deteriorated base course.
No additional quantities are available. 6/18/25
8 X Please provide the site visit registration information.

Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
There are no government provided water sources. See page A-2a of the Notice to
Bidders. See Subsection 105.02(c).

See Section 156 for traffic control requirements.
6/18/25
14 X What are the limitations for construction intervals (for proposed road work)?
See Sections 108 and 156. 6/18/25

This will be addressed under Amendment
A002.
6/18/25
18 X What are the new requirements for manholes to be adjusted Adjust manholes according to Section 604. 6/18/25
19 X
You changed the name of the drawing from
Type 2 weak posts Guardrail to MGS Type 2
Double-Sided rail. This drawing shows cold formed channel posts, base plated posts, S3"x5.7" posts, so what is it? No blocks are shown, are you wanting to use blocks? The post drilling for attaching rail doesn't show holes on both sides of the posts. Are blocks used on both sides?
This will be addressed under Amendment
A002.
6/18/25
20 X This drawing shows posts on 12'6" centers, is that correct?
Bid according to the plans and solicitation documents.

Regarding the use of a Non-Flared Terminal. We all agree that the Terminals are for vehicle traffic, but the issue here is that when you install them the head needs to be flared off the road a minimum of one foot. By doing this on a median it places the head of the Terminal into the Off-road vehicle's road. You also have a blunt end of Guardrail in the median on the off-road vehicle side where the Terminal meets the median rail.
Bid according to the plans and solicitation documents.

I am trying to put together a bid Would I be able to get access to your bid quantities for the earthwork, aggregate, HMAC, or concrete so that I can provide them an accurate estimate of testing that will need performed for this contract? If there are no bid quantities, could I get a link to the plans and specials to try to estimate based on that?
Please see the plans and solicitation documents on SAM.gov:

23 X
After looking at your second Addendum, it shows weak post Guardrail to be installed. Is that correct instead of MGS Guardrail? The drawing you provided shows the posts placed on the joints, MGS Guardrail the posts fall 3' 1
1/2" from the joint. I have looked up some federal drawings, wouldn't 31" W-beam median
Guardrail be the best solution?
Bid according to the plans and solicitation documents.
6/18/25
24 X Would you consider an extension as this is a hard copy submission?
The Government does not intend to extend the bid opening date.
File details come from the government source that posted it. Updated .
