OR FLAP UMATILL 582(1)

Mill Creek Road

# General Technical Question Answer Date

1 X

In regards to the attachment that comes with this solicitation "GR1223 Pavement Evaluation" page #7 specifically states the following.

"Do not allow traffic on the compacted aggregate material except as necessary for placing the new AB, prime coat, and chip seal.

6.2.2 Aggregate Base

After placing the final 4-inch lift of new AB, traffic should not be permitted before the chip seal construction is complete."

Will this be a condition that is rerquired to be followed as part of this project? We read it as there is not allowed to be traffic on the aggregate reconditioning surface, nor the added

Baserock surface until the chip seal is complete.

Please elaborate on what will and will not be allowed.

This will be addressed under Amendment

A001.

Check General or Technical

In amendment 1 it states that “After placing the final 4” lift of new aggregate base, traffic should not be permitted before the chip seal is complete”

Due to the fact that there are many houses on the project, that to the bidder makes it seem like only 1 lane for approx.. ½ the project can be completed at a time. Flagger control would have to be in place 24 hr per day to run residents on a single lane for 1.4 miles.

After the chip seal is complete, there is a very good chance that the adjoining lane to be done next will not match up properly as it relates to elevation.

This verbiage increases chip seal to a minimum of 2 days, more likely 4 days and increases TC to keep the public off of newly constructed aggregate base.

Is this how the owner would like this work to be completed?

Please submit bids according to the solicitation documents.

In the Addenda it states that “After placing the final 4” lift of new aggregate base, traffic should not be permitted before the chip seal is complete”. As there is a 4” lift of new Agg Base being placed above the existing roadway elevation, this would leave a 4” vertical edge along centerline. This edge would need to be delineated with TCD’s and 24-hour flagging would be required. There are also issues concerning the quality of the match line along centerline of the roadway if it was to be constructed one lane at a time. Has the Agency considered these issues?

Please submit bids according to the solicitation documents.
