About this file

This document contains questions and answers related to federal solicitation number 69056723B000012 for the MT BOR NPS 2021(1) Yellowtail Dam Area Road Improvements project. The questions and answers provide clarification on requirements for the asphalt mix, acceptability of equipment for microsurfacing work, need for chip sealing asphalt gutters, handling of loose chip seal material, potential stockpile sites, use of wood versus steel posts for guardrail, and submission of bids. The Department of Transportation Federal Highway Administration is the contracting agency. Bids are to be submitted according to the solicitation documents available on SAM.gov. MT BOR NPS 2021(1)

Yellowtail Dam Area Roads Improvement

# General Technical Question Answer Date

1 X Please confirm type of oil to be used in asphalt mix for this project.

In accordance with the plans, see FP‐14

Subsection 403.02(a) for Asphalt Concrete

Pavement, Type 1; see FP‐14 Subsection

403.02(b) for Asphalt Concrete Pavement

Patches; and see FP‐14 Subsections 403.02 for Asphalt Curbs.

2 X

ISSA A 143, referenced under SCR 409, describes a continuous machine for the Micro‐ slurry work. Will a truck mount Slurry truck be acceptable for the work under SCR 409?

Use equipment that meets the requirements of Subsection 409.05.

10/25/2023

3 X

Will the asphalt valley gutters next to the road going to Ok‐A‐Beh Marina parking lot need to be chip sealed?

No. 10/25/2023

4 X Can the loose chips be swept to the edge of the road after the chip seal?

This will be addressed under Amendment

A002.

10/25/2023

5 X Can we stockpile chips in the Barry’s Landing parking lot?

Staging and stockpile sites are identified under Subsection 105.04. Note that the

Government will not approve other sites before a contract is awarded for this project.

10/25/2023

6 X Can steel posts be used in place of Wood for the Guardrail sections?

No. The descriptions for Pay Items 61701‐

4550 in Plan Section B specify wood posts.

7 X

The ISSA A 143 spells out a continuous machine which is different than a truck mount slurry truck. The continuous machine will not work in a parking lot setting so I’m just wanting to clarify that a truck mount slurry truck will be acceptable as it doesn’t spell it out in ISSA A

143.

ISSA A 143 requires the mixing machine to be a continuous‐flow mixing unit, but ISSA

A 143 and SCR Section 409 do not require continuous machinery to minimize transverse joints. Use equipment that meets the requirements of Subsection

409.05.

8 X

Bidding the project will make a big difference in price if we are hauling 25 miles to our chipper instead of 15 or even 10 which is why clarification on stock pile sites will make a big difference in price.

The Government does not intend to change the requirements under SCR 105.04.

Please submit bids according to the solicitation documents.

10/25/2023

9 X Are geotech and boring reports available for this project and where are they located?

No. Please submit bids according to the solicitation documents.

10 X

Per Question #4 in the posted QA documents on sam.gov, will there be an Amendment coming out?

Yes. 11/1/2023
