About this file
This document contains answers to technical questions regarding federal solicitation number 69056723B000012 for Yellowtail Dam Area Road Improvements from the Department of Transportation Federal Highway Administration. The questions and answers specify details of the asphalt mix and paving requirements, clarify that a truck-mounted slurry machine will meet specifications for microsurfacing work, indicate that asphalt valley gutters next to a road will not require chip sealing, and address issues around sweeping loose chips, stockpiling locations, use of wood versus steel posts, and hauling distances for a chipper. Bidders are directed to submit bids according to the solicitation documents and staging/stockpile sites identified in the requirements. Response dates for questions ranged from October 17 to 25, 2023.

ISSA A 143, referenced under SCR 409, describes a continuous machine for the Micro‐ slurry work. Will a truck mount Slurry truck be acceptable for the work under SCR 409?
Use equipment that meets the requirements of Subsection 409.05.

4 X Can the loose chips be swept to the edge of the road after the chip seal?
This will be addressed under Amendment
A002.

7 X
The ISSA A 143 spells out a continuous machine which is different than a truck mount slurry truck. The continuous machine will not work in a parking lot setting so I’m just wanting to clarify that a truck mount slurry truck will be acceptable as it doesn’t spell it out in ISSA A
143.
ISSA A 143 requires the mixing machine to be a continuous‐flow mixing unit, but ISSA
A 143 and SCR Section 409 do not require continuous machinery to minimize transverse joints. Use equipment that meets the requirements of Subsection
409.05.

Bidding the project will make a big difference in price if we are hauling 25 miles to our chipper instead of 15 or even 10 which is why clarification on stock pile sites will make a big difference in price.
The Government does not intend to change the requirements under SCR 105.04.
Please submit bids according to the solicitation documents.
