Q&A 3

RFI: 69056720Q00005

Q1. Will we be able to install slope inclinometers at the base of the LS and monitor these for a winter period to determine the failure surface and geometry of the slides? The slope inclinometers/monitoring are a “bullet proof” approach for evaluating LS. It does take additional time.

A1. Inclinometer casing will be installed in the boring locations shown in the table of borings.

Any additional items outside of the statement of work is not authorized.

Q2. On the SOW for this project, on page 4, it basically says the driller is to provide the vwp’s & data loggers. On page 10, it says the COR will furnish these items. Can you clarify?

A2. Page 4 is correct, the Contractor will supply all VWP’s and data loggers.

Q3. Would the geotechnical engineer or geologist providing drilling inspection require licensure in the state of Oregon.

A3. No.

Q4. The qualifications specify four years of experience logging large landslides on the west side of the Pacific Northwest Cascade Mountains. Would you accept four years experience logging large landslides in other area aside from the west of the Pacific Northwest Cascade Mountains?

A4. Experience logging large landslides in other areas will be considered but will require documentation showing experience logging similar geotechnical materials, depths to slip planes, and identification of nested landslides using similar drilling methods as required for this project. Documentation requires a minimum of five different projects to be reviewed including Field logs, gINT logs and in-depth geotechnical/geological reports discussing each project.

Experience logging large landslides on the west side of the Pacific Northwest Cascade Mountains is preferred.

Q5. Is there any issue with disposing of cuttings and drilling fluids on-site for DG19-01 through - 06 provided no runoff or erosion hazard conditions are present at the sites? How was this done during previous drilling mobilizations?

A5. No, there is no issue with the proposed disposal method. Previously, cuttings and drill water were spread across the slopes greater than 100 feet from any surface water.

Q6. Who is authorized/required to make “adverse weather” decisions regarding traffic control per Attachment 0001, Section 1 Paragraph 7?

A6. The Contractor, based on input from their state licensed traffic control and following State and Federal guidelines.

Q7. Who supplies the VWPs/MiliLoggers? Attachment 0001, Section II, Subsection “Test Boring Instrumentation” (p.4) says that “the Contractor shall furnish…” these, but Section III, Subsection E (p.10), says that “The COR will furnish the VWP, data logger…”. Which is correct?

A7. The Contractor

Q8. Can the requirement in the “Inclinometer Casing Installation” section that specifies that the SI casing be installed dry (“Do not put any water into casing”) be changed? Forcing buoyant casing into a wet hole risks bowing the casing and possibly damaging or dislodging the VWPs.

A8. There are other methods to install the SI casing into the hole without water. Yes, this can be changed to allow water; however, if the probe is found to not pass due to frozen water in the casing the boring will be re-drilled at no cost to the Government and within the allowable drilling dates.

Q9. Per OWRD above-ground monuments (“above surface monitoring well covers” in the “Monitoring Well Cover” section) must be protected by three steel pipe bollards. These are not specified in the monitoring well covers section, however, and represent a significant increase in weight for the aerial loads. Can these be omitted for the DG19-01 through -04 borings?

A9. Yes

Q10. Is the “area” at MP57 mentioned in the “Helicopter Access Boring” section a pullout or merely a wide shoulder? Can materials be prepositioned there for slingloading without traffic control? Can materials or vehicles be parked there overnight, or for extended periods without traffic control?

A10. The area is about 50 feet wide by about 200 feet long. It is located near coordinates 44.40805N, - 122.21345W. Yes materials can be prepositioned, but this pullout is on the opposite side of the road of the helicopter accessed boring locations. Yes, materials and vehicles can be parked there overnight or for extended periods without traffic control.

Q11. How heavy is the “rubber stock tank” mentioned in the “Rubber Stock Tank Removal” section? And the final sentence reads “Maintain the integrity of the instrumentation”. Is this instrumentation currently connected to the tank? And, if not, which instrumentation does this refer to? Are any photos of the stock tank available?

A11. The rubber tank was cut around the steel casing. The stock tank would need to be cut and lifted over the top of the casing and pull the data logger through the hole. The stock tank weighs less than 100 pounds.

Q12. The environmental Compliance Summary checklist includes a requirement that the “Soil conditions must not be muddy when vehicles are driven in”. Who makes this determination? Can mats or other protective devices be used during rainy periods? If “muddy” conditions prevent accessing track-rig borings is the contractor indemnified against failure to meet the project scope, or is there a possibility for extension of the work period if prolonged muddy conditions are encountered?

A12. Yes, mats can be used. It is not anticipated there will be muddy conditions under normal driving activities. The Contractor is responsible for completing the entire project scope and working around any issues that become present. Project finish date extension is not allowed.
