WA NPS BP MORA 2019(1)
Nisqually Glacier Bridge Preservation
# General Technical Question Answer Date
1 X
Per the plans, Sheet 1 of 3 Bridge Preservation Details, Note 3 states, “ Additional small areas of damaged existing paint with peeling and /or rusting may exist outside of the shown painting limits of painting, Steel Structure. The CO will identify these areas. Paint these areas similar to the areas shown within limits of painting, Steel Structure.”
Question: These locations are not identified on the drawing nor is there a bid item listing a quantity. How do we determine the amount of locations and how do these items get paid.
The plans you are looking at are the Pre‐Ad Plans because Sheet E.1 does not have a Note 3. Please bid according to the solicitation documents at the following link.

Yes you are correct. That is the discrepancy.
Please look at attached drawing. I have highlighted Note 3 in red. If the MORA Plans are not to be included in the bidding process please let me know that as that will eliminate that work in Note No. 3.
We don’t understand your question. The attached pdf is Plan Sheet E.1 of the Pre‐Ad Plan Set that does not apply to this solicitation. The plan set that applies to this solicitation is at the beta.sam website link we’ve previously provided and Sheet E.1 of the solicitation plan set does not have the Note 3 that was in the Pre‐Ad Plan Set. Bid according to the solicitation plan set and other requirements in the solicitation documents.

Bid Schedule Bid Item #A0260 (FLAGGER) includes a Unit amount of 40 HOURs. If our schedule requires more (or less) than 40 hours for the flagging activity, how are we supposed to fill in this bid item section? Should this not be a LPSM bid item like Bid Item #A0180
(TRAFFIC CONTROL SUPERVISOR)?
Bid Item #A0260 isn’t a LPSM Bid Item like Bid Item #A0180. See Subsection 156.04 and Subsection 156.07(n); and bid the quantity shown in the bid schedule for Bid Item #A0260.

Subsection 104.06 lists two other contracts that may impact our ability to access the site, but no impact parameters are given. Can you define anticipated delays to this contract from the two projects listed?
Subsection 104.06 requires coordination of work on this project with other contracts.
We cannot define anticipated delays because we don’t know the methods of operations employed by each contractor.
Bid accordingly.

Subsection 107.10(d)(1)(b) requires refueling & equipment cleaning be done at least 150' from "waters". The site given for contractor laydown, storage & operations may be within that 150' minimum depending on the Nisqually water flow path at the time. Please clarify if this is an issue, and if so what area would be available for these operations?
Subsection 105.04 states to use the specified area and portions of the right‐of‐ way as approved; so the areas approved by the CO should be at least 150’ away from “waters” in accordance with Subsection 107.10(d)(1)(b).

The Typical Section on Plan Sheet E.2 indicates (Span 1) in the Typical Section Name, with a callout that says "exterior side of girders are not to be painted". Is this true on all 4 spans in the project, and on both sides (North &South) of each span, or only span #1? In addition, Subsection 563.01 states "...work consists of removing existing paint and painting exposed steel surfaces, including girders, ...". Please clarify the scope of this work as it appears to be inconsistent.
We have received your question and will be providing an appropriate response.
