Baskett Slough Headquarters Access Design & Ankeny Hill Nature Center Access

# General Technical Question Answer Date

1 X

SCR Section 108.01(b) states “Do not perform work on the Baskett Slough National Wildlife Refuge prior to August 16th.” Does this restriction apply to the Oregon Route 22 work that infringes only slightly on to the perimeter of the Baskett Slough National Wildlife Refuge?

Or does this restriction apply only to the ACCESS road that is constructed out across the Baskett Slough National Wildlife Refuge?

This will be addressed in a forthcoming amendment.

2 X

Regarding Bid Schedule Page A‐7, and SCR Subsection 725.20: the exterior hardwood plywood paneling called “Breckenridge” manufactured by Roseburg Forest Products is currently not being produced. Can you please provide the name of another pre‐approved plywood paneling, so we know we are bidding with a product that will not cause our bid to be found non‐responsive?

This will be addressed in a forthcoming amendment.

1/23/2020

3 X Is the Contractor responsible for paying the building permit fees?

This will be addressed under a forthcoming amendment.

1/28/2020

4 X The existing building has gutters and downspouts. None are shown for the new building. Are gutters and downspouts required?

Bid according to the solicitation documents. 1/28/2020

Check General or Technical

5 X

The building design is by the Contractor. The site work has already been designed by others.

The building permit plans will require a site plan. Will the Owners Representative provide copies of the site plan to be submitted with the building permit package or will the Contractors Architect be responsible for creating their own site plan?

This will be addressed under a forthcoming amendment.

1/28/2020

6 X Will CAD copies of the building drawings and the site plan be available for the Contractors Architect?

This information can be provided to the successful bidder/offeror after contract award.

1/28/2020

7 X Are plans, including electrical plans, available for the existing Nature Center Building?

This will be addressed under a forthcoming amendment.

1/28/2020

8 X Please confirm that the new building will have no heating and no permanent lighting.

See Subsection 646.03. 1/28/2020

9 X

The building code requires that building foundations extend below frost depth. The plans show a six inch thick concrete slab with no footing. Frost depth is 12 inches. Is it the intent of the documents to have all contractors bid on the six inch concrete slab as shown?

This will be addressed under a forthcoming amendment.

1/28/2020

10 X

The existing Nature Center Building is being upgraded for accessibility. To get a building permit the Visitor Contact building would normally have to comply with the accessibility requirements of the Building Code. No site accessibility features (striping, signage, slopes…) are shown for the Visitor Contact Station.

Please clarify the intent regarding accessibility for the Visitor Station Contact building.

This will be addressed under a forthcoming amendment.

1/28/2020

11 X Are the elevations shown at the building pad intended to be top of subgrade, top of 6” rock or top of finish slab?

This will be addressed under a forthcoming amendment.

1/28/2020

12 X

The drawings show six inches of crushed rock over geotextile fabric under the building. Based on the finish elevations structural fill will be required to get to subgrade elevation.

Foundation fill is specified in 704.01. Who will be responsible for reviewing and approving fill materials?

See Subsection 209.11. 1/28/2020

13 X

Spec Section 209 requires removal of unsuitable material. Who will be responsible for determining that material is suitable or unsuitable?

See Definitions for Suitable and Unsuitable Material in FP‐14 Section 101; and see Subsection 209.07.

14 X

The spec calls out for a solar gate system but after 30 years of doing automated gates in the northwest we have quit doing solar due to our climate. The systems just cannot stay charged this time of year and when we ordered solar systems from the factory we would get a call from our rep saying “you know this will not work right?”

Another site in Ridgefield Wa for the US Fish and Wildlife dealt with so many issues with it that they finally ran power out to the gate. They hated everyone involved for having put in solar.

Bid according to the solicitation documents. 1/28/2020

15 X

A code violation shown in the drawings is that the keypad is within reach of the gate. Code requires a distance of at least 6 feet from any moving part of the gate.

This will be addressed under a forthcoming amendment.

1/28/2020

16 X

The spec does not call out compliance with UL325 safety codes and the drawings do not show any of the required safeties. Any gate 4 inches or more off of grade anywhere in its swing path must have edges front and rear on the bottom edge of the gate. Also an eye provides a non‐contact sensor for entrapment pointing between the columns.

This will be addressed under a forthcoming amendment.

1/28/2020

17 X Fire department access. The local fire department will require Knox or Supra access to the property.

This will be addressed under a forthcoming amendment.

18 X Free exit feature. The spec does not make provision for a free egress loop back inside the gate to allow anyone out once the gate closes.

This will be addressed under a forthcoming amendment.

1/28/2020

19 X How is the stabilized Construction entrance paid for?

See Subsection 109.05. 1/31/2020

20 X How is pavement line removal for the existing pavement lines paid for?

See Subsection 109.05. 1/31/2020

21 X Please clarify note 1 on d.1 which states "All excavated Material is unsuitable"

Note 1 on Sheet D.1 applies to Roadway Excavation and Subexcavation Material.

1/31/2020

22 X Please clarify if Subexcavation includes furnishing and placing Backfill Material

See Plan Sheet D.9 and Subsection 204.07 of FP‐14.

1/31/2020

23 X What bid item or scope of work is BI # A0740, Special Labor, Hired Technical Services intended for?

This will be addressed under a forthcoming amendment.

24 X

Ankeny Hill, Plan Sheet No. C.5, Big Loop Typical Section 26+45 to 42+00 does not show conserved topsoil being placed between these stations. Is this correct, as it would seem to conflict with the total quantity of conserved topsoil shown for the Big Loop on Plan Sheet C.2?

According to Plan Sheet C.5 for Project Number OR FWS ANK 13588(1), the Sheet C.2 quantity shown for placing conserved topsoil, 4‐inch depth on Big Loop covers station ranges 19+75 to 26+45; and 42+00 to 54+49.

2/4/2020

25 X The visitor contact station building does not appear to have an electrical power supply or fixtures. Please confirm this is correct.

In accordance with Subsection 646.03 Visitor Center Station Building Design, include power to the building from the Nature Center Building for four electrical outlets.
