Umpqua Repairs 2016

# General Technical Question Answer Date

1 X

Plans page F‐6 details a watertight joint. How is this joint going to transfer through the stem wall and base channel and remain economically feasible while maintaining the bolt pattern to the multi plate? We propose a square end foundation and stemwall with a 9" joint mastic on the backfill side to seal the joint which only adds a fraction to the project cost instead of thousands and accomplishes the same goal.

Bid according to the contract documents.

After contract award, a value engineering change proposal(s) may be submitted according to Subsection 103.03.

2 X The coordinates and/or locations shown on the plans for the Hatchet Quarry disposal site is incorrect.

This will be addressed in a forthcoming amendment.

3 X The scales shown on the vicinity maps are significantly in error.

This will be addressed in a forthcoming amendment.

4 X The coordinates for the Green Butte Road site appear to be incorrect also.

The coordinates for the Green Butte Road site were obtained from the information we received, and is correctly shown based on that information. Please bid according to the current bid information for this site.

Is the excavation required for the special rock embankments, keyed riprap, and MSE wall considered to be “slide” and/or “slipout” material?

See Geotechical Memorandum (GM 09‐18) dated April 4, 2018, for potential materials that may exist within excavations.

Access roads (and required temporary excavation layback for worker safety) will be required off the slide repair area ends, so equipment can access bottoms of the excavations. This contract, unlike the most recently completed FHWA slide repair project in Southern Oregon, has made no design considerations for these required access roads and/or temporary worker safety excavation laybacks at slide repair ends. As a result, there is a significant amount of incidental additional expense involved in excavating and backfilling these access road and temporary layback areas that will not be directly paid for. Also, constructing these access roads and laybacks will require performing work beyond the established construction limits. Will there be any specific design requirements for how these areas are excavated and how they are backfilled? For example, we assume these access roads/temporary laybacks will need to be backfilled with the same materials as the slide repairs, as they are an extension of the slide repair itself.

Excavate and backfill as required, according to Sections 204 and/or Section 209, as applicable, without performing work beyond construction limits.

7 X Referencing Bid item 30210‐0000, Bedding and Backfill; Where can the measurement pay limits be found for this scope of work?

See Plan Sheet F.10. 9/14/18

For the Green Butte Construction Site, I notified FHWA that the coordinates given for this site were incorrect, and the response was to “please bid according to the current bid information for this site.” Because the coordinates are indeed incorrect, I'm assuming the site looks similar to the pictures shown in the Geotech memorandum.

Regarding the Green Butte Construction Site, the photos shown for this site in the Geotechnical Memorandum are representative of the existing conditions at this site during the August 2017 site visit that was performed.
