OR WASH 2015(1)
Hagg Lake Perimeter Road
# General Technical Question Answer Date 1 x Can you tell me if the new basin and geosynthetic liner will be included in the work scope?
Please refer to the contract documents located at https://www.fbo.gov/spg/DOT/FHWA/WFL /69056718B000004/listing.html to determine the scope of work and contractual requirements.

How are the guardrail posts and blocks in the raising guardrail bid item being paid for? Also there doesn’t seem to be a bid item for removing and replacing bridge rail
Additional guardrail posts and blocks required in areas where guardrail is to be raised are included within Item 61710-0000, Raising Guardrail. See Subsection 617.10 of the SCRs.
Bridge rail removal is included under Item 57501-0000 (Scoggins Creek) and Item 57501-0000 (Sain Creek). See Subsection
575.01 of the SCRs.

#1The project specification doesn’t show how the extra length posts in bid item 61701-2000 are paid for. The problem here is your bid item quantity exceeds those shown in the plans. There should be a bid item for longer posts.
The bid price for Item 61701‐2000 is for the complete system, including posts. The Bid Schedule quantity includes an “allowance.”
Bid the quantity shown in the Bid Schedule.

#2 The project spec.section 617.10 raising guardrail indicate you are to add posts to achieve 6.25’ spacing. It doesn’t tell us how the added blocks and hardware are to be paid for.
Additional posts, blocks, and hardware are not measured for direct payment. Include those costs in pay item 61710‐0000. See Subsection 617.13.

#3 If the guardrail is adjusted using method (a) of the specs, what happens if the rail needs more than 3”?
Then use method (b). See Subsection 617.10.
11/3/17
6 x #4 There is no bid item for bridge railing, it really doesn’t fall under item 57501‐000.
All bridge work is paid for under the 57501 items. See SCR Subsection 575.01.

#5There is no bid item for nester guardrail.
There should be a bid item for G‐4 w‐beam guardrail long span system, tl‐2 as shown in the plans. Once again if this is lumped in with the standard w‐beam guardrail item, and the quantities are incorrect, the contractor takes a loss due to the 3% over run.
The bid price for G4 guardrail is for the complete system, including nested rail elements. Include those costs in the 61701 bid items. Measure the actual quantities of work performed according to Section 109.

#6The plans indicate butterfly reflectors installed on the adjust guardrail. The specs. In section 617.10 don’t indicate this.
The contract includes the plans. See Subsection 104.04.

Can we use an ODOT approved Mix Design? Use asphalt mix designs (job mix formulas) that meet the contract requirements and are verified. See Subsection 401.03. 11/15/2017
11 X
This question is posed by the Contracting Officer: What is the "Project Plan" (file name:
OR_WASH_2015(1)_Hagg_Lake_Project_Plan.pd
f) that is posted with the Physical Data?
The "Project Plan" represents the contracting agency's original internal plan for how to deliver this project from initial scope to PS&E. The "Project Plan" is not a part of the contract and does not represent the site conditions, or the requirements of the solicitation. The "Project Plan" was posted inadvertently. Bidders should not rely on any information contained in the "Project Plan." 11/17/2017

Is cement (either dry or slurry form) going to be allowed to be added as the CIR pavement mixture ‐ rather than lime?
Cement meeting the requirements of Subsection 701.01 is allowed instead of Lime. 11/20/2017
13 X If cement is allowed is another/separate bid item going to be added?
This will be addressed in a forthcoming amendment. 11/20/2017
