About this file

This is a Change Order Notice from the Chief Procurement Office for General Services regarding a lease amendment for the Department of Juvenile Justice (DJJ) in Springfield. The change order documents the addition of 4,300 square feet of office space to an existing lease, corrects the building's total square footage, and identifies tenant improvements with a completion date effective March 1, 2026. The lessee has not yet taken occupancy of the additional space or begun paying rent on it. To ensure continuity and simplicity, the parties agreed to delete the original lease in its entirety and restate it with the updated terms. The lease is currently in good standing with neither party in default, and the lessee has exercised its renewal option with a term expiration date of February 28, 2027. The office space supports services to juvenile offenders in the Springfield area and provides facilities for fiscal, human resources, and other administrative functions for the department.

The change order reflects DJJ's operational transition and infrastructure needs as the agency continues to assume functions previously handled by the Department of Corrections Shared Services. DJJ was established as an independent agency in 2006, having been formerly part of the Department of Corrections, and relocated off the DOC campus in 2016. This change order represents a renegotiated contract that increases costs and therefore must be posted on the Bulletin/BidBuy for 14 days in accordance with procurement regulations requiring notification when change orders exceed $25,000 or extend the completion timeline by 180 days or more. The Schedule in Exhibit C has been updated to reflect the costs associated with the tenant improvements and the increased square footage.

thedetails: The purpose of this Change Order is to document the addition of 4,300 square feet of office space, correct the Building’s total square footage, identify tenant improvements with a completion date effective March 1, 2026, and update the Schedule in Exhibit C to reflect the costs associated with the improvements and the increased square footage. As the Lessee has not taken occupancy on the additional 4,300 square feet of office space, nor begun paying Rent on the additional 4,300 square feet of office space, for continuity and simplicity, the parties wish to delete the original lease and restate the lease in its entirety. As of the date of this Amendment, the original lease is hereby deleted in its entirety and replaced in its entirety by the restated lease attached hereto and incorporated herein. Notwithstanding anything to the contrary contained herein, and for clarification, the Lessee has exercised its renewal option and is in the middle of the renewal option that said Term is set to expire on February 28, 2027. The Lease is in good standing and neither Lessor nor Lessee are in default as of the date hereof. The office space is used to provide services to juvenile offenders in the Springfield area, as well as fiscal, HR and other administrative functions for the department. IDJJ was established as an agency in 2006, formerly part of the Department of Corrections. DJJ moved off of DOC campus in 2016 but operational functions were still being performed by DOC Shared Services. As DJJ successfully takes over functions from DOC Shared Services, we will need to continue to increase our infrastructure and provide additional office space to those employees.
