About this file

This is Addendum No. 4 to IFB 65A1230 issued by the California Department of Transportation (Caltrans) for 48-Hour Vehicle Non-Class Counts Data Collecting and Reporting statewide. The contract focuses on collecting vehicle count data specifically for Functional Classifications 6 Rural and 7 Rural & Urban road segments, which have not been previously collected. The Vehicle Non-Class Count Locations will be provided to the selected contractor in Excel format with GPS coordinates upon contract execution. The data collection requires reporting for each travel direction and total both travel directions.

The contract will be federally funded through a grant reimbursement. No contract extensions will be available beyond the initial term. Previous similar work was conducted under a Highway Performance Monitoring System (HPMS) contract but only covered higher functional classification road segments. The current contract supports the Model Inventory of Roadway Elements (MIRE) program and specifically targets previously uncollected road classifications. For data processing requirements, bidders are directed to review Section 6.B of the Proposed Form of Agreement, Attachment 5, Exhibit A, Scope of Work.

48-Hour Vehicle Non-Class Counts Data Collecting and Reporting – CA Statewide

NOTICE TO ALL PROSPECTIVE BIDDERS:

Addendum No. 4 is being issued for the above-referenced IFB. Bids for this work shall be with the full understanding of this Addendum.

The following represents questions submitted for this IFB and the Department’s responses:

Question 1:

Please confirm if Caltrans previously did not have a contract for 48-hour Vehicle Non-Class Data Collecting?

This contract is for the Model Inventory of Roadway Elements (MIRE) and focuses on collecting data for only Functional Classifications 6 Rural and 7 Rural & Urban, which have not been collected previously.

Question 2:

Are there any contract extensions available through this contract for additional years at the same count rates?

Answer:

No.

Question 3:

Can a contractor use offshore companies to process the traffic data after field crews collect data?

Answer:

Please refer to the Proposed Form of Agreement, Attachment 5, Exhibit A, Scope of Work, Section 6.B.
