The specification encompasses extensive construction requirements across 33 divisions covering general conditions, site work, structural systems, mechanical, electrical, plumbing, HVAC, fire protection, communications, and security systems. Key deliverables include detailed shop drawings, a Critical Path Method (CPM) schedule, quality control plans, safety documentation including an Accident Prevention Plan and Activity Hazard Analyses, commissioning activities for building systems, testing and inspection reports, operation and maintenance manuals, warranty management documentation, photographic documentation with BIM interface capabilities, and as-built drawings. Critical submittal requirements include pre-construction conferences, contractor qualifications, CPM developer approval, equipment startup checklists, and coordination with State of North Carolina permits (NPDES General Permit SWG030000, Oil Pollution Prevention compliance per 40 CFR Part 112). The contractor must maintain VA security protocols including badge requirements, restricted photography policies, and compliance with the VA's infection control risk assessments and pre-construction risk assessments relevant to occupied medical facility operations.
