About this file

This is a Questions and Answers document for Solicitation 36C26325B0021_0001, a Department of Veterans Affairs contract to upgrade the Physical Access Control System (PACS) at the St. Cloud VAHC facility. The document contains 55 pre-bid questions and government responses covering personnel requirements, site logistics, technical specifications, and system integration details. Key personnel roles may be combined, with one individual serving as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM). The existing PACS system is Avigilon, and the new system must integrate with the existing Security Management System (SMS) and comply with FIPS 201 requirements.

Critical project parameters include no tax exemption, firm fixed-price contract terms with no economic price adjustments, 90-day PIV badge processing timeframes, and minimal staging area (one semi-trailer stall only). The system must use standard servers rather than virtual servers, cannot be cloud-based, and requires concealed conduit installation within finished surfaces. Hazardous materials abatement specifications are included for unforeseen conditions, though no known asbestos or lead conflicts exist. The bid opening is scheduled for August 12, 2025 at 2:00 PM via Microsoft Teams, with bids submitted to Dwayne Brauch at the VA. Procore is acceptable for project management, and the VA will provide PACS training to key personnel rather than requiring contractors to manage the card access database.

In accordance with OMB M-19-17 and the FICAM Playbooks, which mandate the use of FICAM-approved architectures and GSA APL 2.0-listed PACS components, will this procurement explicitly disqualify any vendor proposing non-APL-listed products or non-FICAM-compliant architectures? If not, how will the agency justify a deviation from federal policy and risk introducing non-compliant, insecure, or untested systems into the physical access control environment?

The system must be an approved FIPS 201 PACS topology.

Given the complexity and federal compliance requirements of HSPD-12 and GSA APL 2.0-compliant PACS deployments, does the Government require that vendors include at least one Certified System Engineer ICAM PACS (CSEIP) credentialed technician—who is trained to implement standards-based, interoperable PACS systems—on all projects, rather than relying solely on personnel with proprietary or vendor-specific training?
Not required per specifications.
If a vendor proposes a cloud-based Physical Access Control System (PACS), does the Government require that the hosting environment hold a current FedRAMP Authorization—at the appropriate impact level (e.g., Moderate or High)—to ensure compliance with FISMA, OMB Cloud Smart guidance, and zero trust architecture principles?
A cloud based system is not acceptable.

See previous answer.

Will ICRA containment be allowed to remain in work areas from one day to the next as the project proceeds?

No. 1 business shift.

Given the age of the buildings at this station, Can the VA provide a rough estimate of what percentage of the total number of PAC installations will occur in walls of CMU, clay brick or stucco?

All installation locations were available for bidders to view during the pre bid site walk.

Inversely can the VA provide a rough estimate of what percentage of the total number of PAC installations will occur in walls of metal stud and drywall finishes?
