RFQ 63NLRB26Q0003 - NLRB Document Destruction Services Questions and Answers Dated: 03/24/2026

1. Is there a current incumbent contractor performing these services? If so, is the Government able to provide historical pricing data or annual expenditure figures for reference purposes?

The incumbent contractor is Stericycle, Inc. The award number is 63NLRB21P0003. The total award price (base and all options) is $196,169.61.

2. Are you seeking to only receive “On-Demand” document destruction services and not “regular, recurring” document destruction services on a set service frequency?

Yes, the PWS states we are seeking “On-Demand” document destruction services. There is an optional task for recurring service that may be exercised at a later date.

3. Will the Government provide a comprehensive list of all NLRB office addresses, estimated paper volumes per location, and current bin/container counts to enable accurate and competitive pricing submissions?

This information is included in the RFQ attachment titled, “A17 SRL”.

4. What level of Personnel Security Investigation (PSI) or background check is required for contractor employees who will be accessing NLRB facilities to perform services under this contract?

Contractor employees will be escorted while in NLRB offices.

5. Pricing Structure —The A17 Price Template references line items by location. Should offerors submit pricing as a single, consolidated national rate, or are per-office rates required for each location?

Pricing should be submitted as a per-office rate for each location.

6. Past Performance Relevance Under Evaluation Factor 2, will the Government consider past performance in document management, records management, or closely related administrative support services as "relevant" — particularly for firms with limited direct document shredding experience?

The definition of relevant past performance is included on page 5 of the RFQ under FACTOR 2 – Past performance.

7. Certificates of Destruction What is the required format and delivery timeline for Certificates of Destruction? Specifically, are certificates required following each individual service visit, or will a monthly summary submission be acceptable?

See section 3.2.3 of the PWS.

8. Contract Start Date & Transition Period What is the anticipated contract start date? Will the Government provide a transition or mobilization period prior to the commencement of full performance?

The start date is listed in section 2.8 of the PWS. The government aims to have a 30-day transition periods.

9. Small Business Teaming Is teaming with a large business subcontractor permissible under this solicitation, or is participation limited exclusively to small business primes and subcontractors?

Small Business Teaming is permissible.

10. Virtual Office Locations For NLRB offices currently operating in a "Virtual Only" status, how will service frequency and bin placement logistics be handled under this contract?

NLRB does not have any “virtual only” offices.

11. NAID CERTIFICATION — PRIME/SUBCONTRACTOR TEAMING Section 4.2 states that the contractor shall have and maintain NAID AAA certification for paper destruction. May the NAID AAA certification requirement be satisfied by a subcontractor performing the physical document destruction services, provided the prime contractor assumes full responsibility for subcontractor performance and compliance? If so, must the subcontractor's NAID certification be documented at time of quote submission or may it be confirmed at time of award?

NAID AAA certification must be documented at time of quote submission and held by who is performing the physical document destruction services. The RFQ has been updated to reflect this.

12. KEY PERSONNEL — PROJECT MANAGER. Section 4.1 designates the Project Manager as Key Personnel, requiring a minimum of 5 years of experience in the document destruction industry. May the Key Personnel Project Manager requirement be satisfied by a subcontractor employee, provided the prime contractor maintains management oversight and a single point of contact with the Government as specified in Section 2.3?

The prime is to provide the key personnel.

13. SUBCONTRACTOR APPROVAL PROCESS. Section 4.2 states that the contractor must obtain Contracting Officer approval prior to engaging any subcontractor. For the purpose of quote submission, is the offeror required to identify intended subcontractors in the quote, or may subcontractor identity be disclosed and approved post-award prior to performance commencement?

Vendors are encouraged to identify intended subcontractors in their quote.

14. BIN INSTALLATION TIMELINE. Section 3.1 requires installation of the required number of bins at all 41 NLRB office locations within 30 calendar days of award. Given the geographic scope of the requirement — including locations in Hawaii and Puerto Rico — is the 30-day installation timeline firm for all locations simultaneously, or may a phased installation schedule (e.g., CONUS first, then OCONUS) be proposed in the Transition In Plan?

The 30-day installation timeline is firm.

15. MEDIA DESTRUCTION — SCOPE CLARIFICATION Section 3.4.2 references on-demand destruction services for media items including VHS, Compact Discs (CDs), floppy discs, and hard drives. Is media destruction (non-paper) included within the standard on-demand pricing, or should it be priced separately? Should pricing for media destruction be included in the Price Template or addressed in a separate narrative?

Pricing for media would be separate. The RFQ has been updated to include information/pricing for media destruction in the pricing narrative.

16. SET-ASIDE STATUS. The RFQ does not indicate a socioeconomic set-aside. Please confirm whether this acquisition is full and open competition, or whether a set-aside determination is pending.

This acquisition is full and open competition.

17. Can the Government provide historical data on the average number of service requests per location and/or estimated volume of material (e.g., bins serviced or pounds shredded) to support more accurate pricing?

Historically, service was provided about monthly to the service locations.

18. Will all locations listed in the Service Requirements List require active service during the base period, or should vendors anticipate that only a subset will require services on an as-needed basis?

It is anticipated that all locations listed in the Service Requirements List will require service during the base period. The frequency of service will vary by location.

19. For on-demand services, are there any priority or expedited service requirements beyond the stated 5–10 business day window (e.g., urgent or same-week requests)?

The timeframe for on-demand service is 5-10 business days.

20. Although recurring services are identified as optional, does the Government anticipate exercising this option for any locations during the base year?

Unknown at this time.

21. Can the Government clarify whether contractor personnel will be escorted during service at all locations, and whether any location-specific security requirements should be anticipated?

Contractor employees will be escorted while in NLRB offices.

22. Is there a preferred format or template for the Certificate of Destruction, or will contractor standard documentation be acceptable provided it meets the required elements?

Standard documentation is acceptable provided it meets the required elements.

23. Do you need a hard copy of the provision at FAR 52.212-3? If not, we file electronically at SAM.gov under our UEI and Cage Code; they are current to date.

No, a copy does not need to be submitted but vendors must have the information in SAM.gov.
