About this file
This is Amendment #1 to Request for Proposals (RFP) S-29100-00011086 issued by the Oregon Department of Corrections (DOC) for Third Party Administrator and Provider Network Services for Off-Site Healthcare. The amendment provides clarifications to the original RFP, removes outdated forms, and corrects references throughout the document. The RFP seeks a Third Party Administrator (TPA) to manage claims administration and provider network services for incarcerated individuals (AICs) requiring off-site medical and dental care. Key services include claims payment processing, utilization management, concurrent review, discharge planning, network provider management, credentialing, case management, and management information system reporting. The successful proposer will be responsible for paying outside medical and dental providers including specialists, surgeons, clinics, labs, imaging centers, and hospitals, while managing a limited amount of on-site goods and services. The original proposal opening date was extended from October 9, 2024, to October 25, 2024, at 2:00 PM Pacific Time. The Notice of Intent to Award is anticipated approximately November 15, 2024, with contract execution expected no later than January 1, 2025, and claims administration services to begin no later than March 1, 2025. A pre-proposal conference was held August 23, 2024, with questions due August 30, 2024, and answers issued approximately September 6, 2024.
The current cost of services, including healthcare and contractor administration fees, is approximately $2,500,000 per month, with optional alternative cost proposals based on an AIC population of approximately 10,048. Total possible points for evaluation were increased from 624 to 740 points, with 100 points allocated to price evaluation. The RFP requires proposers to demonstrate experience supplying similar services, maintain formal accounting systems compliant with Cost Accounting Standards Board and Generally Accepted Accounting Principles requirements, and provide comprehensive training to DOC staff and network providers. Key personnel requirements include a liaison, network account manager, and other Oregon-based contractor staff. The contractor must maintain an Electronic Claims Payment (ECP) system with security protocols, develop and manage a PPO network, implement case management programs, and provide performance guarantees. The amendment also clarifies that the contractor must accommodate an Outside Appointment Predictor system and provide standard management information system reports monthly by the 20th calendar day following the reporting month, with ad hoc reports available as requested by DOC.
