About this file

This is a Certified Disadvantaged Business Outreach Plan document submitted by a contractor in response to the Oregon Department of Human Services, Office of Adults and People with Disabilities Request for Qualifications (RFQ) for Environmental Modifications. The plan outlines the contractor's commitment and strategies to engage certified disadvantaged business enterprises (DBEs) and minority-owned, women-owned, and emerging small businesses in the performance of environmental modification services for consumers in their homes. The outreach plan details specific recruitment methods, communication approaches, and partnerships designed to ensure meaningful participation of disadvantaged businesses throughout the project execution, including pre-bid notifications, direct outreach to certified DBE firms, and commitments to subcontracting opportunities where feasible.

The outreach plan demonstrates the contractor's understanding of equity and inclusion requirements embedded in the RFQ process. By presenting this certified plan, the contractor indicates its willingness to work with disadvantaged business partners and to meet any DBE participation goals or targets established by the state of Oregon. The plan serves as evidence of the contractor's commitment to supporting economic opportunities for underrepresented business communities while fulfilling the environmental modification services needed to enhance health, welfare, safety, and independence for consumers receiving services through the Oregon Department of Human Services.
