About this file
This is Attachment F of a Request for Proposals issued by the State of Oregon Department of Administrative Services (DAS) Procurement Services for Family Search and Engagement services (RFP S-10000-00013061). The attachment serves as the Certified Disadvantaged Business Outreach Plan form that proposers must complete and submit with their proposals. The document outlines certification requirements and outreach expectations for firms participating in this procurement, with proposals due by September 30, 2025. While the attachment does not specify contract term, renewal options, or site visit requirements, it establishes that proposers must demonstrate commitment to providing equal opportunity participation for certified disadvantaged businesses in any subcontracting activities resulting from contract award.
The document requires proposers to identify their own certification status under Oregon Revised Statutes 200.055 and categorize certifications as Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran-Owned (SDV), or Emerging Small Business (ESB). Proposers must disclose prior contractual relationships with certified firms and identify any uncertified firms that may be minority, woman, service-disabled veteran, or emerging small businesses. If subcontracting opportunities exist, proposers must describe their solicitation strategy for engaging certified firms, identify specific subcontracting opportunities with approximate dollar values, and agree to report subcontractor identity and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID) upon contract award. The information submitted in response to this clause is explicitly excluded from scored evaluation, indicating it serves as a compliance and diversity documentation requirement rather than a competitive scoring factor.
