About this file

This is a bid specification document issued by the Pennsylvania State Police Department for lawn care maintenance services at Troop C Lewis Run. The project requires contractors to furnish all labor, equipment, and materials to perform monthly lawn care maintenance at 130 Airport Road, Lewis Run, PA 16738. Services include weekly mowing beginning in April (to be performed once per week on a day agreed upon with the Station Commander, with clippings bagged if a week is missed), weed trimming around all walkways, parking lots, buildings, signs, and the impound lot with each cut, and monthly weed control during the cutting season that includes spraying weed killer, pulling weeds from rock beds and landscaping, and specific attention to weed control inside the impound lot. The contract term is five years effective upon receipt of a valid purchase order. Bidders must complete a mandatory site visit performed by the entity responsible for invoicing and subsequent payment; if a subcontractor will be engaged, the official bidding entity must still attend the site visit. All bids must be submitted electronically through the PA supplier portal at www.pasupplierportal.state.pa.us, and questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than June 24, 2026 at 11:00 a.m.

Bidders must submit a completed cost matrix, a signed Proof of Visit form authorized by the Station Commander or authorized representative, a completed Worker Protection and Investment form (BOP-2201), current PA small business certification, and current proof of insurance listing PSP as certificate holder with additional insured language. The Commonwealth will pay only for services actually rendered and has no obligation to assign any minimum amount of work under the contract. Contractors must sign in upon arrival and after completion of work, are prohibited from storing or parking equipment on PSP properties when not in use, and all subcontractors are held to the same standards as prime contractors. The Station Commander may modify the frequency of mowing and weed control services based on weather conditions such as drought that may affect grass growth.
