About this file

This is a General Bid Requirements document issued by Salt Lake County Contracts and Procurement on behalf of Solid Waste Management for the recycling of mixed loads of bulk ferrous and non-ferrous metals. The scope encompasses unprepared metal materials mixed with plastics and other non-metallic debris, with the awarded contract available to all County agencies. The contractor's facility must be located within 15 miles of 6030 West California Avenue, Salt Lake City, Utah, and must accommodate an average 15-minute unloading time with state-certified scales for weighing each load. The contract term is six years from the date of execution, with the County reserving the right to review performance and cost regularly and negotiate terms during the contract period. Approximate annual volume is estimated at 1,500 tons of ferrous and non-ferrous material, though no minimum or maximum quantities are guaranteed. Questions must be submitted through the Bonfire Utah Public Procurement Portal prior to the specified deadline, and any disputes regarding specification ambiguities must be raised before bid opening.

Pricing is based on the American Metals Market's Export Yard Buying Prices for #1 Heavy Melt per the San Francisco market, published on the 10th of each month, with contractors bidding a percentage markup or discount that remains fixed throughout the contract term. Two price percentages must be submitted: one for County-delivered material and one for contractor pick-up services for other County agencies. The County anticipates most material will be delivered by the contractor. Award will be made to the responsive, responsible bidder offering the highest overall price. Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregates, and commercial automobile liability of $2,000,000 per occurrence. Monthly payments are issued by the 10th of each month for materials recycled in the previous month. The contract is non-exclusive, allowing Salt Lake County to purchase similar services from other sources during the contract term.
