About this file

This specification document outlines requirements for a twenty-four-month contract to supply first responder emergency medical equipment and supplies to Bergen County Department of Public Safety and New Jersey Cooperative Purchasing Alliance members. The contract will commence on or about July 1, 2024 through June 30, 2026. The County anticipates awarding multiple contracts to different vendors, recognizing that no single vendor can meet the diverse needs of the using agencies. The equipment and supplies to be provided include patient transport devices, patient care equipment and materials, rescue equipment, first responder safety equipment, infection control supplies, equipment bags, and educational materials. Specific manufacturers and models are identified as required or acceptable alternatives, including products from Reeves, Stryker, Ferno, Laerdal, Philips, Defibtech, and various medical supply manufacturers such as 3M, Kendall, and ADC. The County estimates equipment needs of approximately $700,000 per twelve-month period, totaling $1,400,000 for the full twenty-four-month contract duration.

Pricing must be submitted as a percentage discount from the lowest price listed in vendor catalogs, with any exceptions to the stated discount clearly identified and documented. All prices are firm and net, exclusive of taxes, and must include all transportation, delivery, loading, unloading, and installation fully prepaid F.O.B. destination with debris removal. The County will not guarantee minimum purchases with any single vendor, and there are no minimum orders or freight charges. Vendor percentage discounts offered in the bid submission shall remain unchanged over the twenty-four-month contract life. However, newly published catalog prices reflecting manufacturer price increases may be honored, provided vendors submit new catalogs with price changes at least ten working days prior to implementation and identify the affected Bergen County contract bid number. All catalogs must be submitted electronically as part of the bid proposal; USB drives, CDs, and white paper catalogs are not acceptable. Vendors must be official and authorized distributors for all specified equipment and catalogs, and documentation of distributorship rights must accompany each bid submission.

General Specifications

The County of Bergen desires to establish a twenty-four (24) month contract commencing on or about July 1, 2024 through June 30, 2026 with multiple catalog vendors for the provision of first responder emergency medical equipment and supplies for the Bergen County Department of Public Safety and the # CK04 New Jersey Cooperative Purchasing Alliance members1. Bergen County may reject any response where any document(s) cannot be opened and viewed by the County of Bergen.

Pricing:
