About this file
This specification document outlines the property and casualty insurance requirements for the Laredo Independent School District in Texas for the contract period of March 3, 2026 to March 3, 2027. The District is soliciting proposals for comprehensive insurance coverage including general liability, school professional liability, business automobile, crime, law enforcement liability, and umbrella liability. General liability coverage must include limits of $1,000,000 per occurrence and $2,000,000 general aggregate, with additional requirements for employee benefits liability ($1,000,000 each wrongful act), cyber liability ($1,000,000), and personal advertising injury ($1,000,000). School professional liability must provide $1,000,000 per occurrence and annual aggregate limits with claims-made form coverage and full prior acts coverage. The District operates multiple facilities including elementary and high schools (14,650 and 5,934 students respectively), one swimming pool, 28 grandstands or bleachers, one stadium with $114,473 in receipts, and staffing of 29 registered nurses, 11 licensed vocational nurses, and 23 healthcare aides, along with 40 police officers and one police dog for law enforcement liability exposure.
The insurance specifications require business automobile liability of $1,000,000 combined single limit with hired and non-owned coverage, crime coverage totaling $200,000 for public employee dishonesty and $100,000 each for faithful performance, money and securities, forgery and alteration, and fraud-related exposures, and law enforcement liability of $1,000,000 each person with a $10,000 retention. Umbrella liability coverage of $4,000,000 each occurrence and aggregate must sit above underlying general liability, automobile, and employee benefits coverage. Deductibles range from $250 to $10,000 depending on the coverage type, with specific requirements for 90-day cancellation notice (10 days for non-payment), blanket additional insured and waiver of subrogation endorsements where required by contract, and defense costs outside policy limits. The specifications include coverage for bodily injury with mental anguish and emotional distress, sexual abuse and harassment claims, civil rights violations, corporal punishment defense, and terrorism coverage inclusion across all applicable policies.
