About this file

This file contains supplemental questions for the Laredo Independent School District's Property and Casualty Insurance Request for Proposal (RFP 26-001) directed at Self-Insurance Pools and Cooperatives seeking to provide coverage. The document establishes specific information requirements for pool-based insurance providers interested in bidding on the district's property and casualty insurance needs.

Qualified Self-Insurance Pools and Cooperatives must submit comprehensive documentation and responses addressing their financial stability, regulatory oversight, and insurance structure. Required submissions include the pool's rating from recognized agencies such as AM Best or S&P, confirmation of annual Texas Department of Insurance review, verification that TDI Insurer Insolvency Fund protection applies, independent agency review and rating documentation, a copy of the excess insurance policy detailing aggregate levels for all members, the last two independently audited financial reports, and a detailed explanation of the pool's reinsurance program including the names of participating carriers and Shared Loss Fund attachment points organized by line of insurance coverage. These requirements ensure that responding pools meet stringent standards for financial accountability, regulatory compliance, and risk management before consideration for award.
