About this file
This is a Resident Veteran's Preference Affidavit for a procurement opportunity with Gallup-McKinley County Schools (GMCS) in New Mexico for fence materials and installation services. The affidavit serves as a certification form for contractors seeking to claim New Mexico Resident Veteran's Business preference status on the solicitation. The document requires eligible vendors to declare their business prior year revenue and confirm compliance with preference eligibility requirements under New Mexico statutes 13-1-21 and 13-1-22. The contract is structured as an indefinite quantity, multi-term arrangement for turnkey fence and fence-related material installation work.
Vendors claiming resident veteran business status must certify that their prior year revenue (January 1 through December 31) does not exceed $3 million to qualify for a 10 percent preference discount. The affidavit imposes significant compliance obligations on certified businesses, including mandatory annual reporting to the State Purchasing Division of the General Services Department regarding calendar year activities and awarded contract amounts. Resident veteran businesses are limited to benefiting from this preference for no more than ten consecutive years, and individuals may not concurrently benefit from preference based on multiple businesses. False or misleading statements on the affidavit constitute criminal offenses under New Mexico law. Authorized business representatives must sign and date the certification under penalty of perjury, with incorrect representations subject to protest, denial of award, or unaward of the procurement.
