About this file

This is a specifications document for an Invitation for Bids (IFB) issued by Granite School District's Purchasing & Warehouse Department in Utah for an annual contract to supply radon test kits and laboratory testing services. The District estimates purchasing 800-1,500+ kits annually and requires all kits and testing to conform to rules and regulations established by the Utah State Radon program and the State Department of Environmental Quality, Radiation Control Division. The contract is anticipated to be effective December 1, 2025, through November 30, 2026, with options to renew annually through November 30, 2030. Bids must be submitted through the Utah Public Procurement Place (U3P), and it is anticipated that the award will be made to a single vendor. The District reserves the right to reject any and all bids and to award to the next lowest bidder if the selected contractor fails to perform. Notice to proceed will be provided via a signed Purchase Order from GSD Purchasing.

Each radon test kit must include freight and postage for shipping to Granite School District, return freight and postage for the kit to be sent back to the contractor for testing, laboratory testing conducted by a certified lab meeting Utah State Radon program requirements, and test results returned to GSD. Pricing must be submitted using the "JF26-011-IFB_Bid Form," and pricing is valid for one year. Following the initial one-year period, price adjustment requests must be submitted at least thirty days prior to contract renewal and must be supported by documentation justifying the increase based on extreme market conditions, with adjustments reviewed against the Prevailing Consumer Price Index (PPI) or Producer Price Index (PPI). Sales to Utah school districts are exempt from sales tax under Utah Code 59-12-104, and the District will provide a tax exemption certificate upon request. Payments will generally be made as a lump sum upon completion and approval of each project, with no draws, prepayments, or partial progress payments allowed unless specified in a Purchase Order.
