About this file

This is a Project Manual for Upgrades to Security and Door Hardware Systems for Madison County Transit (MCT), located in Pontoon Beach, Illinois. The project involves comprehensive security system upgrades across 11 facilities, including transit centers and park-and-ride locations in Wood River, Granite City, Collinsville, Edwardsville, Troy, Route 3, Glen Carbon, Eastgate, and Highland. The work includes installing new or replacement door hardware at four transit centers, new Access Control Systems (ACS) at nine facilities, and new Video Surveillance Systems (VSS) at all 11 facilities. The project also encompasses demolition of existing ACS and VSS systems, power and low-voltage cabling, supporting infrastructure, and hardware/software upgrades at MCT's headquarters.

The project is federally funded by the Federal Transit Administration (FTA) and requires compliance with Buy America regulations, Equal Employment Opportunity laws, Davis-Bacon Act prevailing wage rates, and Disadvantaged Business Enterprise (DBE) participation guidelines. MCT has established a DBE participation goal of 0.17% of the awarded contract sum. The project will be executed under a Single Prime Contract, with a focus on security and operational improvements across multiple transit facilities. Bidders must adhere to specific federal and local requirements, including detailed technical specifications for electrical, communications, and security systems installations.
