About this file
This is a Byrd Anti-Lobbying Amendment certification document applicable to the Ocala-Marion County Transportation Planning Organization (TPO) General Planning Consultants contract opportunity in Florida. The document establishes mandatory compliance requirements for contractors applying or bidding on awards exceeding $100,000, requiring submission of the required certification as part of the proposal process. Contractors must certify that they have not used Federal appropriated funds to compensate any person or organization for lobbying activities directed at Federal agency officials, members of Congress, or Congressional staff in connection with obtaining any Federal contract, grant, or award covered under 31 U.S.C. 1352.
Each tier of contractors and subcontractors involved in the project must certify compliance and disclose any lobbying activities conducted with non-Federal funds in connection with obtaining the Federal award. Disclosures are required to be forwarded from each tier to the tier above, ultimately reaching the non-Federal entity. This certification requirement applies to all contractors regardless of tier level and serves as a binding commitment to comply with Federal anti-lobbying statutes and regulations.
