About this file

This is an Addendum to a Request for Qualifications (RFQ) issued by Marion County on behalf of the Ocala-Marion County Transportation Planning Organization (TPO) for General Planning Consultant services. The RFQ solicits proposals from qualified firms to provide professional support on a task order basis for transportation planning functions identified in the TPO's Unified Planning Work Program. The selected contractor(s) will assist the TPO by providing professional services as authorized by the Director and Governing Board. A non-mandatory pre-proposal meeting was held on April 13, 2023, with the last day for questions being April 13, 2023 at 12:00 PM noon. The submission deadline was May 5, 2023 at 3:00 PM, with submittals accepted only electronically through DemandStar. The addendum clarifies that reference letters count toward the 20-page limit, provides uploading guidance for required forms in Bonfire, addresses E-Verify and DBE participation statement requirements, and attaches previous plan holder submittals for bidder reference. The incumbent contractors are Alfred Benesch & Company, Kimley-Horn and Associates, Inc., and Kittelson & Associates, Inc.

The addendum confirms that DBE participation documentation is required with a designated upload location, while E-Verify verification will be answered in the Questionnaire without separate documentation. Contract award and specific pricing terms are not detailed in this addendum. Bidders are required to acknowledge receipt of the addendum, and failure to do so may result in bid rejection. The included sample proposal from Alfred Benesch & Company demonstrates the firm's 30+ years of TPO experience, current service to 16 Florida MPOs/TPOs, and proposed subcontractants including Metro Analytics, Global-5 (a DBE firm), TranSystems, and PSG (a DBE firm), with estimated DBE participation of approximately 25 percent across the team.

ADDENDUM TO BID

June 17, 2026

TO: Participating Bidders

RE: Addendum No. 1

26Q-093 General Planning Consultants for the Ocala-Marion County Transportation Planning Organization (TPO)

Please make note of the following changes, additions, deletions and clarifications to the above-mentioned solicitation:

Questions & Answers:

1. Can we request copies of previous plan holder submittals. If so, who can we contact?

Previous plan holder submittals are attached to this Addendum.

2. Can you please tell me who the incumbents are for the current contract?

Alfred Benesch & Company Kimley-Horn and Associates, Inc.

Kittelson & Associates, Inc.

3. Do the 3 reference letters count towards the 20-page limit?

Yes, the 3 reference letters should be included in the 20-page limit count.

4. Should reference letters be submitted in the proposal or sent separately to the County?

Reference letters should be submitted in the proposal and count towards the 20-page limit.

5. There does not appear to be a location to upload the RFQ submission. Each of the upload sections is for one of the forms that are required. Where should this be uploaded in Bonfire?

This has been corrected in Bonfire. Please view the Requested Documents tab and there should be a document for each criteria required. Please remember that there should be a total of 20 pages total between all criteria, not 20 pages per criteria bucket.

6. Additionally, there is not a space for the following forms: E-verify and DBE participation statement. Where should these be loaded?

I have added a required document for DBE participation. E-Verify should be answered in the Questionnaire and can be verified independently. No documentation will be required.

By signing the Proposer Requirements/Acknowledgements Form, Bidders are acknowledging receipt of this addendum. Failure to acknowledge receipt of this addendum may be cause for rejection.

We know how to approach these changes and help our clients navigate these trending circumstances communities are facing across the country.

✓ABILITY TO LEVERAGE FUNDING OPPORTUNITIES: Seeking out grant opportunities can really open a lot of doors for your community. Benesch has the experience leveraging grant opportunities the TPO could utilize to make more projects a reality. We’ve also enlisted the help of Metro Analytics to support us in this role and make sure no funding opportunity is overlooked.

CUSTOMER SATISFACTION

Benesch stands ready to address any concerns our clients have on the quality of our products or service. We develop a quality assurance/quality control program for each project that provides a process that is followed to ensure quality deliverables. However, we know that client satisfaction goes beyond just delivering quality products to providing quality service. In order to address customer satisfaction, we routinely engage our clients through customer satisfaction surveys and/or quality calls. We recently completed such an engagement with the Ocala Marion TPO. The feedback is so valuable in letting us know what we are doing well and how we can improve.

We are considered experts in metropolitan planning based upon our volume of completed work and direct focus on the practice.

We also track the performance of our employees through a formal process called 1-on-1s. These meetings occur quarterly and include goals setting, performance evaluation, and mentoring on topics including client satisfaction, time management and setting priorities.

TIMELY INITIATION AND COMPLETION OF ALL WORK

Any issues related to the timely initiation and completion of work is almost always related to staff availability and project prioritization. This is where our large team once again has an impact. TEAM AVAILABILITY

At Benesch we track staff availability using our company-wide staffing database. Our group managers and project managers have this staffing data available in real-time and can identify available staff to work on their project(s) and program the necessary hours throughout the life of the project.

The Benesch Team has the capacity to provide all services needed by the TPO for this contract. Our large team adds a depth of staff providing redundancy, and specialization that not only allows us to adequately staff each task, but also provides experts across all service areas. Below we have outlined the team’s current and anticipated workload:

KEY STAFF AVAILABILITY

Our Project Manager, Rob Cursey, AICP manages five (5) MPO/TPO general planning consultant projects (including Ocala Marion TPO) and an FDOT Continuing Services Contract. These are all on-call contracts and on average occupy about 50% of his time.

We purposefully do not over commit our project managers or task leaders. Doing so would compromise our ability to deliver quality products on time. In developing the organization chart for this response, we considered availability in designating project managers and task leaders, as you can see outlined below:

Congestion Management Process Pasco County MPO

Speak Up Broward Public Information & Engagement Broward MPO

This project involved the evaluation of two of Top 20 corridors for immediate and long-term countermeasures aimed to eliminate fatal and incapacitating injury crashes. The identified countermeasures included recommendations such as speed management, enhanced non-motorized facilities and street lighting -along with site-specific improvements that addressed specific crash patterns and related safety concerns.

Benesch worked with the TPO and area stakeholders to create and implement virtual public engagement strategies with informational videos, digital flyers and surveys to gain additional insight into the concerns of local residents.

This project involved the review and update of the Congestion Management Process (CMP), including the integration of adopted performance measures, update of the toolbox of strategies for reducing congestion and analysis of the existing and future roadway network to identify and make recommendations for high-priority corridors. The three key deliverables for this effort were the State of the System Report, an updated CMP Policy and Procedures Handbook and Level of Service (LOS) Inventory Reports for the years 2019 and 2024.

The State of the System Report summarized the CMP process, various system performance metrics, such as safety, public transportation use, and non-motorized infrastructure - and identified congested corridors and strategies for addressing that congestion. The Policy and Procedures Handbook is updated every 5 years with the LRTP and documents the CMP process. The LOS Inventory provides current and five-year traffic volumes and LOS grades for roadways in Pasco County.

Benesch was retained for Phase 3 of the Speak Up Broward outreach program. This third phase of the outreach program continues the efforts of the prior phases to increase the public’s awareness of the MPO, its Core Products and programs and transportation in general.

The major focus for this phase is tying transportation to quality of life and helping people understand the key role that transportation plays in their daily lives. Specific outreach strategies include focus groups, opinion polls, eTownhall events, podcasts, community events and the creation of videos, social media content, weekly newsletters and infographics. Through these efforts, the MPO has expanded its social media presence and witnessed greater engagement with the business community and nontraditional partners in the transportation process.

THREE-YEAR FIRM LITIGATION HISTORY

Benesch Alfred Benesch & Company has three pending and/or prior suits which involved governmental agencies in a capacity other than as a co-defendant of Benesch. No other pending or prior litigation would affect our performance of the services to be rendered.

Case Name: Michele Castaneda and Manual Castaneda v.

Cit of Bettendorf v. Chhabria A. Harris and Alfred Benesch & Company

•Case Number: 4:22-cv-04101
•Court: United States District Court for the Central District

of Illinois

•Project Name: I-74 Bridge of the Mississippi River
•Project Owner: Iowa Department of Transportation
•Basis: On August 24, 2022, Benesch received a

Summons indicated that it has been added as a Third- Party Defendant in this matter by the City of Bettendorf.

This suit stems from an automobile/pedestrian fatality accident that occurred on May 22, 2022, when a drunk driver in an SUV entered the pedestrian path on the bridge and struck three (3) pedestrians. Benesch was the lead designer for the bridge. Installation of bollards was discussed during the design process, but the client elected not to have them included as part of the design.

• Status: Ongoing. It is unlikely that Benesch has any liability in this matter.

Case Name: Mashantucket Pequot Tribal Nation (MPTN) v.

Alfred Benesch & Company and South Coast Development

•Case Number: CV-P1-2014-135
•Court: Mashantucket Pequot Tribal Court
•Project Name: MPTN Gas Station
•Project Location: Mashantucket, Connecticut
•Project Owner: Mashantucket Pequot Gaming Enterprise
•Basis: On November 26, 2018, the Mashantucket

Pequot Gaming Enterprise named Benesch as a third-party defendant in this matter seeking contractual indemnification for amounts they paid in settlement. This project was initially contracted by Purcell and Associates (an acquired company), but was completed shortly after the merger with Benesch in 2012. This suit stems from a case filed by Bethany Lemire alleging that on May 13, 2013, she sustained injuries stepping off a sidewalk that intersected with a handicapped slope that was designed by Purcell; however, the contractor and client intentionally deviated from Benesch’s design during construction.

• Outcome: This matter settled during mediation on August 15, 2022, with Benesch and the Contractor, South Coast Development, each agreeing to pay $50,000 for a combined settlement of $100,000. Benesch’s general liability carrier, Travelers, agreed to contribute $25,000 towards Benesch’s portion of the settlement.

Case Name: Nemaha Landscape Construction, Inc. v. City of York, Nebraska v. Alfred Benesch & Company.

• Case Number: CI19-44; District Court of York County, Nebraska

•Project: York Ballfield Complex
•Project Owner: City of York, Nebraska
•Basis: On February 16, 2021, Benesch received a

summons indicating it had been added as a third-party defendant in this matter by the City of York. The case stems from a claim by Nemaha in June 2017, for extra work and backcharges related to the construction of the York Ballfield Complex. The main dispute centers around cracking of the concrete in the dugouts, which the contractor claims are design defects and Benesch (and York) maintain that the design of the slabs was delegated to the contractor.

• Outcome: This matter was settled pre-trial in July 2021, with Benesch and the City each agreeing to contribute $15,000 to a $30,000 settlement.
