About this file
Summary
This is a pricing sheet and proposal requirement form for Request for Qualifications (RFQ) 2025-32 issued by the Town of Hilton Head Island, South Carolina for Americans with Disabilities Act (ADA) Self-Assessment Audit services. The Town is soliciting sealed proposals from qualified providers to conduct a comprehensive ADA self-assessment and develop an ADA Transition Plan to ensure compliance of Town services, programs, and facilities with the ADA Title II. The contract is structured as a lump sum award with all tasks and deliverables as defined in the Scope of Services (Exhibit D). The anticipated contract term is one year with options to renew for up to four additional one-year periods. Minimum contractor qualifications require offerors to maintain a physical business location within thirty driving miles of the Town limits; however, the document contains an internal notation questioning whether the contract term should be reduced from five years to three years to align with local vendor provisions.
Proposals will be evaluated on a three-tiered scoring system: Minimum Contractor Requirements (Pass/Fail), Demonstrated Understanding of Scope of Services and Work Plan (35 points), Relevant Experience and Quality of Services (35 points), and Fee Proposal (30 points). The Town reserves the right to conduct interviews with finalists before making final award decisions. All offerors must complete the Proposal Response Form (Exhibit E) and submit supporting documentation as outlined in the Checklist of Submittal Requirements (Exhibit A). Contract award is contingent on availability of Town funds and will be made to the responsive and responsible offeror with the highest rated proposal. The submission must include a lump sum price with completion of all requested tasks and may include an optional hourly rate schedule for additional services.

3 years or 5 years?
@Jimmy Acosta Should we add anything relevant to sweeping?
@Doug Broyles I would say no, I think we need to cast a wide net here. I do think we should consider reducing the number of years though. Perhaps 3 to align with the Local Vendor provisions?
