Coblentz Corner Phase 1 Addendum #2
This is an Addendum #2 document issued August 28, 2026, for the Coblentz Corner Phase 1 Project in Berwick, Pennsylvania, managed by Community Strategies Group. The addendum modifies the contract documents for a single prime General Contract involving structural repairs and replacement, non-structural framing, roofing, insulation, and exterior finishes at 100 West Front Street. Key modifications include the addition of storm sewer inspection requirements using camera scoping, clarification that the Owner will restore existing 3-phase 120/208 200 amp electric service (42 space QO Square D 200 amp panel with one receptacle) to the basement by approximately October 16, 2026, and revised glazing specifications for sectional doors (1/2" insulated, tempered, Low-E glass). A non-mandatory pre-bid conference was held August 26, 2026, with sealed bids due by September 15, 2026, at 1:00 PM via PennBid. Questions must be submitted through PennBid by 5:00 PM on September 8, 2026.
The addendum addresses practical site considerations including parking (4 reserved spaces for unloading), PennDOT Highway Occupancy permit requirements for West Front Street and South Market Street activities, tree trimming authorization for facade access under arborist guidance, and temporary electric provisions. The contractor is responsible for providing temporary electricity until the Owner's service becomes operational on October 16 and must reimburse the Owner for any electric bills incurred during construction. Environmental testing was previously completed with lead-based paint abatement conducted in the demolition contract; additional lead-based paint was identified in loose and flaking paint near the center stairwell. Bidders must acknowledge receipt of this addendum on the bid form or risk disqualification. The project is subject to Pennsylvania Prevailing Wage Rate requirements, Build America Buy America Act, RACP funding requirements, Pennsylvania Office of the Budget Domestic Steel Products Procurement Act, and federal MBE/WBE/Section 3 requirements.

QUESTIONS DURING THE PRE-BID CONFERENCE
1. Is there parking available?
Response: The Borough will reserve 4 parking spaces in front of the building for unloading. The Owner has several other facilities available for parking, storage and staging. A map is attached to this Addendum.
2. Is a PennDOT Highway Occupancy permit required?
Response: Any road closure or activity will require a PennDOT permit. Both West Front Street and South Market Streets are PennDOT roads. No permit has been applied for. Sidewalk disturbance on West Front Street as shown on the drawings is expected and agreed to by the Borough, and no permit is required. The sidewalk can be closed to pedestrians during periods of construction activity with Borough notification. It is desired that the sidewalk only be closed during the day if possible, and made open on the weekends. The sidewalk on South Market Street can be partially closed and used for staging without removal, however, a 36” pedestrian path next to the road must be maintained.
Coblentz Corner Phase 1 Addendum #2
The alley must remain open for trucks to make deliveries to the other businesses, but the area next to the building is available for construction purposes.
3. Can the trees in front of the building be trimmed for façade access?
Response: The Borough will permit the trees to be trimmed as necessary for access to the façade.
Trimming to be done only as required. The Architect will provide direction from an arborist during construction.
4. Will any electric be provided by the Owner?
Response: The Owner will have the existing 3-phase 120/208 200 amp electric service restored. It will be located in the basement where the old equipment used to be. It will be a 42 space QO Square D 200 amp panel with one receptacle installed beneath it. The service will not be operational until approximately October 16. The contractor will be responsible for providing temporary electric until it is active. Once active, the contractor will be responsible for reimbursing the Owner for any electric bills used for construction purposes.
5. Is there environmental testing?
Response: The environmental testing was completed and positive materials were abated in the previous demolition contract, as described in Specification Section 00-31-00 Available Project Information. The environmental report indicates Lead Based Paint is present as follows:
Lead Based Paint D. Force EMS, LLC., observed loose and flaking paint in association with the center stairwell of the subject building. Samples of the paint were collected as part of this project and the results were submitted in a separate report. The paint that was sampled was found to contain lead.
