About this file
This is an Addendum #3 to the Coblentz Corner Phase 1 Project procurement issued by Community Strategies Group for a General Contract in Berwick, Pennsylvania. The addendum modifies specifications and drawings for structural repairs and replacement, non-structural framing, roofing, insulation, and exterior finishes. Key changes include revisions to the Contractor Qualification Statement form, insurance requirements, temporary utilities provisions, temporary project signage requirements based on RACP guidelines, and TPO membrane roofing specifications with a basic wind speed of 90 MPH and ultimate design wind speed of 115 MPH. Drawing modifications encompass updates to demolition plans, framing plans, architectural notes (upgraded to 2021 International Codes and 2020 NEC standards), site plans, door and window schedules, wall sections, and roof plans. The addendum clarifies that the Base Bid shall assume 10% of existing steel deterioration requiring replacement and that permit fees are carried by the Owner. Sealed bids were due September 15, 2026 at 1:00 PM via PennBid, with a non-mandatory pre-bid conference held August 26, 2026 at the project site (100 West Front Street, Berwick, PA), and all questions required submission through PennBid by September 8, 2026 at 5:00 PM.
The project requires a Bid Bond equal to 10% of the proposed Contract Sum and Payment and Performance Bonds each equal to 100% of the Contract Sum. The project is subject to Pennsylvania State Prevailing Wage Rate requirements, the Build America Buy America Act (BABA), RACP funding requirements, the Pennsylvania Office of the Budget Domestic Steel Products Procurement Act, and federal MBE/WBE/Section 3 Requirements of 24 CFR Part 75. The Owner retains the right to accept or reject any or all bids. Substantial Completion dates will be adjusted for weather conditions, particularly for demolition and roof replacement work, and will be evaluated considering structural steel lead times and weather coordination requirements.
