About this file

This is an evaluation criteria document for a Request for Statements of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing, conducted by the Governor's Office of Economic Development, for German Markets (Germany/Austria/Switzerland) Trade and PR Representation services. The procurement seeks a qualified vendor to provide trade and public relations representation services for the Utah Office of Tourism in the German-speaking markets of Germany, Austria, and Switzerland. The contract term is five years. The evaluation process is structured in three stages: Stage 1 consists of mandatory minimum requirements that must be met to advance, Stage 2 evaluates technical criteria including demonstrated knowledge, staff qualifications, and marketing plan proposals with a required minimum score of 70 percent to proceed, and Stage 3 involves a 45-minute virtual interview where the proposed account manager presents the marketing plan and answers questions from the state selection committee.

The technical evaluation criteria weight Stage 2 responses at 55 percent combined (25 percent for demonstrated knowledge including public relations, consumer awareness, social media, and travel trade experience; 15 percent for staff qualifications; and 30 percent for a comprehensive marketing plan with return on investment proposal) and Stage 3 interview performance at 30 percent. Vendors must submit three client letters of recommendation and disclose any client litigation or legal proceedings. The marketing plan must address promotion of Utah in 2026-2027 across the three target countries with a proposed budget of $150,000, requiring vendors to outline separate program costs and budgets while emphasizing creativity, partnership effectiveness, and measurable key performance indicators. Pricing information must not be included in the qualifications submission, as the state will negotiate fair and reasonable compensation with the highest-ranked vendor.
