About this file

This is an evaluation scoresheet for the German Markets (Germany/Austria/Switzerland) Trade and PR Representation contract opportunity issued by the State of Utah Division of Purchasing on behalf of the Governor's Office of Economic Development. The contract seeks a vendor to provide trade and public relations representation services in Germany, Austria, and Switzerland for a five-year term. Prospective vendors must meet mandatory requirements including the ability to travel to the United States, maintain offices or an account manager in the primary market, demonstrate public relations experience in consumer and travel trade media, possess experience in travel trade within a tourism environment, agree to participate in a selection committee interview, and submit proposals not exceeding forty pages or slides.

The evaluation scoresheet establishes a total possible score of 500 points, comprising 350 points for technical criteria and 150 points for interview performance. Technical evaluation categories include public relations experience, consumer awareness experiences, social media experience, travel trade experience, dedicated account manager assignment, Utah and US product knowledge, ability to demonstrate return on investment aligned with Utah Office of Tourism (UOT) mission and goals, and a marketing plan for 2026-2027 promotion in the three target markets with a $150,000 marketing budget. Evaluators assign scores from 0 to 5 across all criteria, with a minimum technical threshold of 70 percent (245 points) required for advancement to the interview phase. The highest-ranking vendor will be selected for contract negotiation at fair and reasonable compensation to be determined; if negotiations fail, the state may proceed with the next highest-ranked vendor. Cost and pricing are excluded from vendor qualifications submissions.
