About this file

This is a Scope of Work document for the Church Hills Water Enhancement Pipeline Project Phase III 2026, issued by the Utah Division of Wildlife Resources (UDWR) in conjunction with the Fishlake Forest Service Fillmore Field Office (USFS). The project involves the installation of approximately 24,000 feet (4.54 miles) of 2-inch HDPE fusible pipe (SDR 11, minimum 200 PSI) in Millard County on USFS-administered lands northwest of Holden, Utah. The contractor must also supply and install three rubber tire troughs with metal floats, valve covers, and float protectors, and connect the pipeline to all three troughs. The installation is scheduled between August 10 and September 24, 2026. No mandatory site visit is required, though contractors are expected to conduct their own inspections before submitting bids. The contract will be awarded to the lowest cost responsive and responsible vendor based on cost per foot, with vendors required to guarantee pricing for the duration of the project.

The contractor must provide all HDPE pipe, troughs, and equipment necessary for installation, including equipment to bury the pipeline approximately 3 feet underground and fuse fittings together. The contractor should possess prior experience with HDPE pipe installation and have specialized equipment such as a tracked dozer with a vibratory ripper. UDWR will provide or purchase additional pipe fittings, floats, cement for troughs, and connection materials as needed. The project site is located at an elevation of 5,400 to 5,800 feet with moderate rolling topography and rough terrain; some tree and brush removal may be necessary. If subcontractors are used, the contractor must submit a complete list with names, primary contacts, addresses, and telephone numbers with their bid submission to State Purchasing.
