About this file
This is a Conformance Statements form for Pinal County, Arizona's on-call building safety residential and commercial plan review services contract opportunity (Contract #262831RFP). The document establishes the formal process by which responding consultants must acknowledge their acceptance or rejection of the County's Scope of Work, Terms and Conditions, and any supplemental agreements. Responders are required to clearly indicate via YES or NO checkboxes whether they accept all requirements as presented or intend to take exceptions. Those selecting NO must provide detailed documentation of proposed changes, including the specific section referenced, proposed alternate language, and rationale for each exception, with tracked changes submitted in the revised Scope of Work and Draft Contract documents.
The Conformance Statements form emphasizes that any exceptions not formally included in the document will have no effect on any resulting contract unless specifically accepted in writing by the Procurement Officer. Responder preprinted or standard terms will not be considered part of any resulting contract. The County cautions that taking exceptions may negatively impact proposal evaluation, and proposals with exceptions to solicitation requirements may be rejected entirely. Responders proposing supplemental agreements, such as End User License Agreements or Lease Agreements, must submit those documents in Word format without conflicting or duplicating existing Scope of Work or Draft Contract terms. All documentation must be submitted with the proposal offer documents.
