About this file
This is an Appendix G Sample Minimum Food Specifications document for Jefferson Academy, a school food authority (SFA) in Kaysville, Utah, establishing baseline procurement standards for food service management operations. The specifications establish grading and quality requirements across five categories: meat and seafood (USDA Grade Choice or better for beef, lamb, and veal; U.S. No. 1 or 2 for pork; U.S. Government Grade A for poultry; top-grade seafood from nationally distributed brands), dairy products (Government-inspected milk, Grade A eggs that are 100% candled, and USDA-inspected frozen eggs), fruits and vegetables (U.S. Grade A Fancy for fresh items; U.S. Grade A Choice or fancy for canned items in light syrup or natural juices; U.S. Grade A Choice or better for frozen items), baked products (prepared or purchased to meet USDA breakfast and lunch requirements), and staple groceries (maintaining quality consistent with other listed standards). The document notes that SFAs are encouraged to provide additional specifications aligned with 21-day menus and references Utah House Bill 402 regarding food additives prohibited in schools beginning the 2026-2027 school year. Questions regarding the Food Service Management RFP must be submitted in writing to njones@jeffersonacademy.org by June 5, 2026 at 5:00 PM MDT, with proposals due to Nicole Jones at 1425 S Angel Street, Kaysville, Utah 84037 by June 29, 2026 at 3:00 PM MDT.
The specifications represent minimum standards only, with SFAs permitted to establish higher quality benchmarks as needed. All products must be Government-inspected, with specific attention to continuous inspection oversight for frozen fish and egg products. These requirements align with federal nutrition standards for school meal programs and ensure consistent food quality and safety across school food operations. The document underwent accessibility review and passed all technical standards with no identified issues.
