1. Scope Introduction Given the Section L instructions, below parameters, and additional attachments, the offeror should propose an approach to operate and maintain (O&M) existing NIPRnet and SIPRnet network operations, modernize the base network, and O&M the newly modernized network of this DAF Air Force Sample Base. For the purposes of this sample base submission, no additional information will be provided. If there is missing information, the offeror should include an approach to identify and/or collect the missing information.

REMINDER: The Offeror’s proposal shall not contain any classified material.

2. Offeror Approach The offeror’s response will include an approach on how the offeror would take charge of, identify, operate, maintain, and improve the existing network infrastructure at the sample base.

In addition, the offeror should include an approach – using industry best practices – to modernize the sample base’s network (inclusive of network design and architecture, needed network hardware/software, details of the proposed cross section of delivery mediums, and other details the offeror deems important) and operate/maintain the network post-modernization. The offeror’s proposed solution should prioritize mission effectiveness, responsible redundancy and value to the Department of the Air Force.

In addition to Section L - Instructions to Offerors, the offeror’s response should also include the following:

• Procedure to assess the current-state network environment

• Acknowledgement of any applicable Status of Forces Agreement (SOFA) and an approach to satisfy any requirements therein

• Acknowledgement of any relevant policies, laws, or regulations applicable to the host country of the sample base

• Acknowledgement of any relevant visa requirements

• Acknowledgement of any relevant spectrum requirements and needed approvals

• Recommended SLA metrics to measure network performance and operations, to include an approach on how to capture those metrics in an automated fashion

• Acknowledgement of any applicable refresh cycle for offeror-introduced technology

(hardware and/or software) o Define whether the offeror’s chosen least cost routing (LCR) rate will impact hardware refresh cycle. (e.g., if there is heavy LTE/5G usage, the Air Force can delay refreshing the network switches by X time)

3. Sample Base Geographic & Demographic Details The sample base is in Western Europe. The approximate size of the base is 20 square miles. The Base Building Count is approximately 200 connected buildings, 25 are deemed critical.

The sample base has approximately 9,000 total personnel assignment to the primary location.

The breakout of the demographic is below:

BIM IDIQ DRAFT

• 8,500 Air Force Personnel

• 500 Army Personnel – Army Tenant Unit

In addition, the sample base is responsible for 3 Geographically Separated Units (GSUs) that will require connectivity. The GSUs are 200, 250, and 300 miles from the sample base. Each GSU has 300 people. The GSU personnel are additional personnel not included in the 9,000 person head count. Base housing locations are not required to be included in the solution set for this prompt.

4. Sample Base Technical Details The technical details that are specific to this Sample base locations are included in this section.

This technical information is to be used in conjunction with the BIM IDIQ PWS and the additional attachments to this document to form a solution.

The sample base will require flight line connectivity IAW Flight Line of the Future requirements; and has the following flight line details:

There are 2 flight line ramps separated by 2 parallel Precision Instrument Runways

• Each Precision Instrument Runway is 200ft wide with appropriate separation

• Each flight line ramp is approximately 1.5mile long and 600ft wide, with 400ft separation between the ramp edge and the closest runway

• Each Runway is FAA Compliant and Certified Instrument Landing System Category 3b

The sample base will require SIPR access for approximately 500 personnel at 35 buildings.

GSUs only require NIPRnet connectivity and operate behind the main operating base boundary.

Attachments will include sample heat maps, a base diagram, a sample equipment list, appropriate Cyber Memorandums as well as other contract documents. This information is purposefully limited.

5. Additional Attachments – Reference Documents As part of the Sample Base Prompt other documentation must be referenced.
