This conceptual solution will challenge the Offeror to propose a solution to a theoretical DAF base for infrastructure modernization. All information/criteria contained within the prompt are theoretical in nature and depict a generalized DAF base for modernization. The limited information available for this sample problem is intentional. This is to simulate the environment a contractor may experience at TO proposals and/or award.

Additional details will not be provided.

Researching and matching the sample base map to its real-world counterpart will not assist your proposal to this sample base problem. This map was selected in isolation to the other amalgamated data. This theoretical base is blended from various bases on what the Government deems to be an average.

All information provided for the sample base contained therein is final and will follow Section

4.1 - Page Limitations and Format specifications. Any additional or recommended approaches outside of scope for this sample base will not be taken into consideration and will not add to or inhibit the evaluation process. It is recommended that the offeror focus solely on providing a solution and avoid marketing your previous achievements or experience in this white paper.

The response should be as specific as possible to include the methodologies for accomplishing the requirements. Legibility, clarity, and coherence are essential. The Offeror should not merely reiterate the objectives or reformulate the requirements specified in the proposal. The response shall address:

a) Demonstration, understanding and knowledge of applicable bilateral international SOFA where the Offeror addresses DoD contractor concerns of BIM requirements in host nations.
