Base Infrastructure Modernization (BIM) Bidder’s Library Orientation for Offerors The Base Infrastructure Modernization Bidder’s Library Orientation to Offerors is to provide a high-level orientation to BIM, the contents for the Bidder’s Library Draft document package, and offeror expectations.

Background What is the BIM Program?

The BIM program is the Air Force’s centralized effort to transition Base Networks to a service-based requirement model under a multiple award IDIQ contract in order to leverage industry leading practices and standards for base network modernization, operations, and maintenance.

Scope The scope of this Bidder’s Library Draft documentation package is for the IDIQ-level of this acquisition.

As such, there is an inherent generality to ensure the documents cover the scope of the program in entirety and allow flexibility for the program to evolve at the Task Order level over the 10-year period of performance. At the IDIQ-level, specific bases and related information are not provided.

When task order documentation is released, the accompanying base specific information will be provided.

Currently, details on specific bases or the general base prioritization are not available for release.

Core Documents The list below includes the core set of Draft documents for the IDIQ. Documents will be released for each Task Order in the future. No additional documentation will be provided at this time.

• Draft IDIQ Performance Work Statement (PWS)

• Draft Contract Data Requirement List (CDRL)

• Draft Contract Line Item Number (CLIN) Structure

• Draft Sections L – Instructions to Offerors & M – Evaluation Factors for Award

• Draft Sample Base Prompt for Offerors

• Comment Resolution Matrix (CRM)

These core documents are for the IDIQ-level as such are built with a commensurate generality to encompass the broad scope of the program.

The Draft Sample Base Prompt will be a technical evaluation problem set that will be evaluated as part of the IDIQ award process.
