About this file
This is an Appendix Five TX-RAMP Notification form issued by the University of Texas Health Science Center at San Antonio (UTHSCSA) Department of Purchasing in relation to a Printing Services for Patient Billing solicitation. The document addresses compliance requirements under Texas Senate Bill 475 and Texas Government Code 2054.0593, which mandate that state agencies entering or renewing contracts for cloud computing services must comply with TX-RAMP (Texas Risk and Authorization Management Program) certification standards established by the Texas Department of Information Resources (DIR). Proposers are required to select and complete applicable certification options, including attaching existing TX-RAMP certification documentation, confirming that their services do not constitute cloud computing services as defined by statute, documenting the initiation of the certification process with DIR, or confirming possession of FedRAMP certification with intent to submit a TX-RAMP certification. The RFP itself solicits proposals from qualified vendors to provide comprehensive printing services for monthly patient billing, including bill printing, mailing, and electronic statement delivery generated from the EPIC system in PDF format; this engagement covers printing and fulfillment services only and does not include debt collection services.
The document specifies that UTHSCSA makes no guarantee regarding specific compensation amounts, volume minimums, or maximums under any resulting contract. Proposers must accurately complete the TX-RAMP Notification form by indicating their certification status and selecting the appropriate compliance pathway. The document was dated November 2024 and includes references to DIR resources for additional information regarding the TX-RAMP program and vendor certification procedures. No specific pricing terms, contract duration, renewal options, set-asides, or incumbent information is detailed in this particular appendix, as it functions solely as a compliance and certification notification requirement for proposal submission.

APPENDIX FIVE
TX-RAMP NOTIFICATION
It has been determined that the RFP you are submitting a proposal for could require TX- Ramp Certification Level . As required in Senate Bill 475 of the 87th Legislative Session the Texas Department of Information Resources (DIR) must establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.”
To comply, DIR has established a framework for collecting information about cloud services security posture and assessing responses for compliance with required controls and documentation. Texas Government Code 2054.0593 mandates that state agencies, as defined by Texas Government Code 2054.003(13) must only enter or renew contract to receive cloud computing services that comply with TX-RAMP requirements.
A TX-RAMP Assessment Request can be requested online.
