About this file
This is a Pricing and Delivery Schedule form for the University of Texas Health Science Center at San Antonio (UTHSA) Request for Proposal (RFP) 745-26-P08 for Printing Services for Patient Billing. UTHSA is soliciting proposals from qualified vendors to provide comprehensive printing services for monthly patient bill printing, mailing, and electronic delivery of statements. The services include processing of statements generated from EPIC and sent to the vendor in PDF format. The contract will have an initial term of a specified number of years with the option for up to three additional renewal terms of unspecified lengths, as negotiated between the proposer and the University. No guarantee of volume, minimum, or maximum compensation is provided under this RFP.
Proposers must submit detailed rate sheets including hourly rates and titles for all team members associated with the account, with rates remaining firm throughout the contract term and all renewal periods. All proposed hourly rates must be inclusive of labor, equipment, materials, fees, overhead, profit, insurance, licenses, and all other costs necessary to fulfill the scope of work. The University will reimburse reasonable travel-related expenses without markup, subject to Texas Comptroller of Public Accounts travel reimbursement rates, with a mutual expense cap to be established in the final agreement. Payment terms are net thirty days in compliance with the Texas Prompt Payment Act, with invoices submitted electronically to AP-einvoice@uthscsa.edu and requiring reference to a valid purchase order. The University is tax-exempt under Texas law and accepts payment through electronic funds transfer methods, including automated clearing house (ACH) and single-use account (SUA) card transactions. Proposers may offer prompt payment discounts as an incentive for early payment.
